Regulating lake - another key project of Vinh city
(Baonghean) - Building a regulating lake at the end of the North canal is a major project of the city that is currently being urgently implemented. The regulating lake will be the largest reservoir in the city with a land area of 53 hectares, a water surface area of 40 hectares, which will regulate during floods, regulate the rainwater level when the water level at the discharge gates exceeds the allowable level, and retain water in the dry season.

Improve urban environmental sanitation
Vinh City currently has 5 lakes that regulate the environment and water in the city, including: Central Park Lake, Goong Lake, Thanh Lake, Cua Nam Fish Lake, Bau Lai Lake with a total area of 70.25 hectares. Bau Lake has been almost completely filled, some other lakes are in the process of renovation and upgrading but still cannot meet the requirements of regulating flood water during the rainy season.
Vinh City also does not have a separate wastewater drainage system. Domestic wastewater from households, wastewater from public works, services... is discharged into the third-level canal and then drained into the main drainage canal into the river without being treated. Currently, with the investment in upgrading the North Canal, wastewater is gradually separated to be collected at the end of the canal, flowing into the regulating lake near the Lam River. However, the regulating lake is just now being built.
The regulating lake is located in the low-lying area bordering Hung Loc commune, Hung Hoa commune and Hung Dung ward, and is the lake at the end of the North canal. Currently, this place is like a large construction site when above, contractors are rushing to construct the North canal and pumping station, below, vehicles, machines and workers are actively building the regulating lake embankment to ensure the proposed progress. The contractor is Hoa Hiep Company Limited, a joint venture with Thanh Cong Company Limited.
The lake was built to ensure the regulation function during the rainy season corresponding to the service basin, in accordance with the planning and current conditions, water is flowing freely here before flowing into the river. According to the adjusted planning of Vinh city approved by the Prime Minister, the detailed planning of Hung Loc, Hung Hoa communes and Hung Dung Ward, the regulation lake is planned to be about 50 hectares wide as a source to receive and regulate rainwater for the Bac canal basin in particular and the North of Vinh city in general to drain water into Rao Dung river to flow into Lam river.
According to the design, the lake is embanked with rubble, has a management road and sidewalk, lighting, and trees. The lake has the following parameters: Water surface area 40 ha; land area 53 ha; maximum water level +3.20 m; minimum water level +1.00 m; normal operating water level: 2.20 m; regulating capacity 700,000 m3. 6 sluice gates will be built at the location from the lake to Rao Dung River to regulate the water level and manage the operation of the reservoir, maintaining the water level in the North Canal, especially in the dry season. This water level is always guaranteed by factors such as regulation by the sluice gates in the reservoir. In the dry season, the sluice gate connecting the reservoir and Rao Dung River will be closed to prevent water from the reservoir from draining into Rao Dung River.
Actively clear the land
Deputy Director of the City Land Fund Center, Mr. Nguyen Tat Hoai Nam, said: The land clearance work has reached more than 70% of the volume, but it is not continuous, the handover of the site to the contractor is still facing difficulties. The remaining area of about 20 hectares is aquaculture land, currently people in some communes are raising aquaculture. People have spent money to dig ponds for aquaculture according to the city's policy, now they request compensation for pond digging costs. The city has submitted a report to the provincial committee and the provincial People's Committee has agreed to compensate the people for pond digging costs.
The problem of land clearance in Hung Hoa and Hung Loc is mainly related to the origin of the land that the commune and city are currently resolving. Land encroachment in all three areas is taking place, for example, land in Hung Hoa is produced by Hung Loc people, land in Hung Loc is produced by Hung Hoa people, so determining the origin is difficult. Currently, with the activeness of departments and branches, half of the area has been determined the origin of the land. The remaining area must be completed before March 16, 2016. Another difficulty is that there is land dispute in use and production.

To create a landscape and facilitate management, the lake is built with a management road around it, a green lighting system and some other auxiliary works to create a green space on the water surface and a place for entertainment. The road surface is 7m wide, the sidewalk is 3m wide and 2m wide on each side, the road is built with foundation, road surface, sidewalk, curb, embankment...
The successful construction of the regulating lake will create a new project for the city with the meaning of a green lung regulating water, air, and environment, and at the same time open up a new land fund for the city when this place is expected to be a new entertainment area. Localities and people with land where the lake will be built will soon coordinate well with cooperatives, communes and the city to do a good job of site clearance, contributing to the good disbursement of WB capital and especially flood prevention in the downstream area.
