Support 300,000 VND/person in the program 'Tet Sum Vay - Xuan Binh An' in 2022

The program aims to direct and mobilize trade unions at all levels to focus on organizing specific activities to better care for the material and spiritual life of union members and workers on the occasion of the Lunar New Year - Nham Dan - 2022, especially union members and workers affected by the Covid-19 pandemic and natural disasters and fires, ensuring that union members and workers have a joyful, prosperous and happy Tet. At the same time, mobilize organizations, businesses, individuals, especially employers to support resources to organize support activities and provide practical care for union members and workers on the occasion of the Lunar New Year.

Accordingly, the Provincial Federation of Labor has directedTrade unions at all levels focus resources to take care of union members and workers on the occasion of the Lunar New Year of the Tiger - 2022; organize visits, give gifts, encourage and wish union members and workers a happy new year, pay special attention to union members and workers who are in quarantine or blockade areas, those with Covid-19 who are being treated at home or in medical facilities, union members and workers in difficult circumstances, those with serious illnesses... The program "Tet Sum Vay - Xuan Binh An" must be widely organized in industrial parks, in places with a large number of workers, creating a special highlight for authorities at all levels, unions and the entire political system to participate in activities to take care of union members and workers during Tet.

According to the plan, the subjects cared for and visited in this program are union members and workers at enterprises and non-public service units; cadres, civil servants, public employees, and workers at public administrative and service units, who meet the following conditions:

-Withkareanon-public enterprise, career unit:Union members, employees who have paid social insurance, and units that have paid union fees in the period 2019-2021. Units that established unions in 2021 and paid union fees before 15 days from the date of issuance of this Plan are also eligible for support.

-Withkareapublic administration:Officials, civil servants, public employees, and workers (who pay social insurance) in difficult circumstances, falling into one of the following cases:

+ You (or your spouse or children) are sick and require long-term treatment according to Circular No. 46/2016/TT-BYT dated December 30, 2016 of the Ministry of Health.

+ Wife (or, husband, child) died in 2021.

+ Work accident, occupational disease and receiving monthly benefits.

+ Has a decline rate of 31% or more.

+ In 2021, the family was affected by natural disasters, fires... damaging part or all of the house.

The level of care and visit is 300,000 VND/person, implemented from financial resources of trade unions at all levels.

- For grassroots trade unions of enterprises and non-public career units:It is necessary to proactively balance the annual financial revenue and expenditure and the unit's accumulated resources, limit unnecessary expenses, coordinate with businesses and mobilize socialized resources to support union members and employees.

Accordingly, the grassroots trade union is allowed to operate a maximum of 30% of the accumulated trade union finances, as of December 31, 2021, but not exceeding VND 200 million. In case of lack of funding, the grassroots trade union shall request the direct superior trade union to support.

- For administrative units, public service units, and grassroots trade unions:Proactively allocate financial resources to take care of union members and employees according to regulations.

- District, city, town Labor Federation and industry trade unions:Self-balance the budget to implement the program. The plan also clearly states that these units are allowed to use operating funds in 2021 and use 60% of accumulated union finances (as of December 31, 2021) to organize activities. In case of lack of funding, the Provincial Federation of Labor is requested to support.

In case the district, city, town Labor Federation and industry trade union cannot balance the budget (the unit provides compensation), they are allowed to use the operating budget in 2021 and the budget supported by the provincial Labor Federation to organize Tet care activities.

- For the Provincial Federation of Labor:Use operating funds in 2021 and part of accumulated finances toorganize Tet Sum Vay activitiesat 7 units and provide financial support to district, city, town labor federations, industry unions, and affiliated grassroots unions that cannot balance their funding sources when there are proposals.

Although the material value is not much, the program is a sharing of the trade unions at all levels of Nghe An province, encouraging union members and workers to overcome difficult times.

In the plan, the Standing Committee of the Provincial Federation of Labor also had specific instructions and tasks for specialized committees and union levels to ensure a truly happy and peaceful Tet for workers.
