Lunch support for preschool children
On March 11, 2013, the Ministry of Education and Training - Finance - Ministry of Home Affairs signed Joint Circular No. 09/2013/TTLT-BGDĐT-BTC-BNV on guidelines for implementing lunch support for preschool children and policies for preschool teachers according to regulations in Decision 60/2011/QD-TTg dated October 26, 2011.
According to this Joint Circular, 3 and 4-year-old preschool children studying at preschools whose parents are permanent residents in border communes, highlands, islands, communes and villages with especially difficult socio-economic conditions according to current regulations; or whose parents are poor households; or who are orphans, have no place to live or are disabled or handicapped with economic difficulties will be supported with lunch of 120,000 VND/month/child.
In addition, 5-year-old preschool children studying at preschools under Decision No. 239/QD-TTg dated February 9, 2010 are also supported with VND 120,000/month/child. Ethnic minority preschool children from 3 to 5 years old from poor households are supported with 30% of the general minimum wage/month/child according to the provisions of Joint Circular No. 03/2012/TTLT-BGDĐT-BTC-BLĐTBXH dated November 19, 2012.
The support principle for the above subjects is: Each child is entitled to the maximum support policy for 3 school years; the school year is the year the child reaches 3 years old, 4 years old, 5 years old according to the birth certificate. The payment of lunch support funds is provided to the preschool or directly in cash to parents according to the actual number of months of study, up to 9 months/school year and is made twice a year: the first payment is for 4 months in October or November every year; the second payment is for 5 months in March or April every year.
This Circular takes effect from April 5, 2013, and replaces Circular No. 05/2003/TTLT-BGDĐT-BNV-BTC dated February 24, 2003.
