Support investment and construction of embankments to prevent landslides in production along Lam River
(Baonghean.vn) - Voters of Anh Son district requested the Provincial People's Committee to continue to have a mechanism to support investment and construction of embankments to prevent landslides along Lam River in villages 2, 3, 6, 7 in Dinh Son commune.
The Department of Agriculture and Rural Development responded to this issue as follows:
In the past time, with the attention of the Government and Central Ministries and Branches, the Department of Agriculture and Rural Development has received funding from the World Bank (WB) to implement the Natural Disaster Management Project (VN-Haz) in Nghe An province, including 04 sub-projects, with a total investment of: 241.5 billion VND (WB: 207.4 billion VND; counterpart: 34.1 billion VND), including the Sub-project of the Embankment to protect the Ca River bank through Dinh Son commune, Anh Son district.

According to the Investment Policy in Decision No. 1652/QD-UBND.NN dated May 17, 2011 of the People's Committee of Nghe An province on allowing the establishment of an investment project to build Component 4, Natural Disaster Management Project (WB5) of Nghe An province, the investment scale of the Ca River bank protection embankment through Dinh Son commune is 4.5km (including hamlets 1, 2, 3, 3/2, 6, 7).
During the project preparation process, the Appraisal Teams of the Sponsor coordinated with the General Department of Irrigation - Ministry of Agriculture and Rural Development to conduct field inspections. Based on the project criteria and the opinions on technical solutions of the General Department of Irrigation in Official Dispatch No. 271/TCTL - DD dated March 20, 2013, the investment scale for the construction of the embankment line was agreed upon as: 1,665m, including sections through hamlets 1, 2 and 3/2 of Dinh Son commune; the embankment section through hamlets 3, 6, 7 and the remaining part of hamlet 2 was not invested in because this is riverside production land, not yet seriously eroded. Up to now, the construction packages have been basically completed and are in the process of handing over and putting into use.
The Department of Agriculture and Rural Development is actively mobilizing the World Bank, the Ministry of Agriculture and Rural Development and other central ministries and branches to supplement capital through capital sources.
Regarding the anti-erosion embankment route through hamlets 2, 3, 6, 7 in Dinh Son commune, the Provincial People's Committee has sent a document to the World Bank and relevant ministries and branches, assigning the Department of Agriculture and Rural Development to inspect and review the current status. On that basis, invite the Appraisal Teams of the sponsor and the Ministry of Agriculture and Rural Development to directly appraise. If it meets the criteria, it will propose investment when there is a policy to supplement the WB 5 project with surplus capital and additional capital./.
