Support infertility treatment for soldiers working in toxic environments

This is a regulation in Circular 187/2017/TT-BQP recently issued by the Ministry of National Defense guiding a number of articles on military medical material standards according to Decree No. 76/2016/ND-CP of the Government regulating logistics material standards for active soldiers, workers and defense officials.

This Circular applies to officers, professional soldiers, non-commissioned officers, soldiers on active duty, workers, defense officials, agencies, units, organizations and individuals related to medical work in the Vietnam People's Army.

The Circular clearly stipulates the costs for infertility examination and treatment for soldiers working in toxic military working environments. Accordingly, the costs for infertility treatment are the costs to ensure infertility examination and treatment for officers, professional soldiers, workers, and defense officials working in toxic military working environments that affect reproductive health.

The above subjects are called infertile or subfertile when there is a conclusion of infertility or subfertility from hospitals and reproductive support centers recognized by the Ministry of Health.

Infertility examination includes: Classification of infertility; clinical examination of obstetrics and urology; paraclinical examination (hormonal testing, imaging diagnosis, semen testing, ovulation testing).

Infertility treatment includes: medical treatment, artificial insemination, in vitro fertilization and sperm culture.

Expenses for infertility examination and treatment for soldiers working in toxic military working environments are supported according to actual costs but not exceeding the standard norms prescribed in Section 7 of List No. 06 issued with Decree No. 76/2016/ND-CP.

Cost of periodic health check-ups

The Circular clearly states that the cost of periodic health check-ups is the cost of ensuring annual health check-ups or assessments for salary and allowance recipients.

Periodic health examinations for senior officers include: Clinical examinations of specialties (internal medicine; surgery; neurology, psychiatry; dermatology; eyes; ear-nose-throat; dentistry) and paraclinical examinations (hematology and blood biochemistry tests; urine tests; general ultrasound, electrocardiogram, chest X-ray; immune tests, markers for some cancers).

Periodic health examinations for special forces, scouts, radar operators, intelligence officers, soldiers stationed in border areas and near-shore islands, surface ship soldiers, hazardous workers (according to regulations of the Ministry of Labor - Invalids and Social Affairs) and mid-level officers include: Clinical examination of specialties (internal medicine; surgery; neurology, psychiatry; dermatology; eyes; ear-nose-throat; dentistry) and paraclinical examinations (hematology and blood biochemistry tests; urine tests; general ultrasound, electrocardiogram, chest X-ray; immune tests)...

This Circular takes effect from September 25, 2017.
