Support vocational training and career change for fishermen in 4 central provinces
The Ministry of Labor, Invalids and Social Affairs has just issued a document guiding the implementation of policies to support vocational training and employment for workers in four central provinces (Ha Tinh, Quang Binh, Quang Tri, Thua Thien - Hue) affected by the marine environmental incident.

Accordingly, people in households affected by environmental incidents who study primary vocational training for less than 3 months in 2017 and 2018 will be supported with training costs of up to 6 million VND/person/course, meals of 30,000 VND/person/day, and travel expenses of 300,000 VND/person/course.
Students at intermediate and vocational college levels are supported with tuition fees. Specifically, in the 2016-2017 school year, the minimum support level for intermediate level students is 470,000 - 680,000 VND (depending on the field of study), and for college students is at least 540,000 - 780,000 VND (depending on the field of study).
In the 2017-2018 school year, intermediate level is 520,000 - 750,000 VND, college level is 590,000 - 860,000 VND. The maximum support level for intermediate level is 1,225 - 3,08 million VND (depending on the major), college level is 1,4 - 3,52 million VND.
In case students borrow student credit, they are supported with a maximum loan of 1.5 million VND/person/month, interest rate of 6.6%/year.
Fishermen in four central provinces are eligible for loans to create jobs from the National Employment Fund, with an interest rate equal to 50% of the interest rate for loans to poor households, applied to loans in 2017 and 2018.
At the same time, priority will be given to work on projects and activities to restore the marine environment and develop local tourism.
Production and business establishments that employ workers in areas affected by marine environmental incidents in 2017 and 2018 will also receive vocational training funding support.
The maximum training support is 3 million VND/person/course, food support is 30,000 VND/person/day, and travel expenses are 200,000 VND/person/course. Businesses are supported with social insurance, health insurance, and unemployment insurance for employees.

Workers in the coastal areas of 4 central provinces who go to work abroad in 2017 and 2018 will be able to borrow 100% of the costs paid to labor dispatching companies, with the loan interest rate equal to the interest rate for loans for the poor; and will be supported with funding for vocational training, foreign languages, health check-ups, passports, visas, air tickets, etc.
