Miss Ocean 2017 caused a lot of controversy because of the results. |
The press conference announcing the rules of the Miss Ocean 2019 contest was without Miss Ocean 2017 Le Au Ngan Anh. Miss Ocean 2017 runner-up Thanh Ngan said that due to her own schedule, Ngan Anh could not attend the event. As runner-up, Thanh Ngan will also be present at the Miss Ocean 2019 finale taking place in the US.
In the announcement to select candidates for the 2019 contest, the Organizing Committee set out the requirements: “Ages from 18 to 29 years old, Vietnamese citizens or overseas Vietnamese, have not undergone cosmetic surgery or gender reassignment surgery, height from 1.65 m and balanced appearance, unmarried, no children”.
The announcement of the Miss Ocean 2019 Organizing Committee has caused a lot of controversy on social networks. In 2017, this contest received negative reactions when the crowned beauty Le Au Ngan Anh was not highly appreciated for her beauty. Not only that, Ngan Anh was also accused of violating the "no cosmetic surgery" regulations set by the organizing committee.

In an interview, Ngan Anh said she had undergone rhinoplasty but had the cartilage removed right before participating in the beauty contest. She reported it to the organizing committee and was accepted to ensure that the cosmetic surgery requirement was in accordance with the regulations.
In 2018, the Department of Performing Arts sent a letter requesting the contest organizers to cancel Le Au Ngan Anh's results due to violating the contest conditions. The Department of Performing Arts then did not grant permission for Ngan Anh to participate in the Miss Intercontinental 2018 contest.
In December 2018, in an interview, Nguyen Quang Vinh, acting director of the Department of Performing Arts, said that the Inspectorate of the Ministry of Culture, Sports and Tourism (MCST) had fined the Miss Ocean pageant organizing committee for allowing unqualified contestants to compete. That means the licensing agency did not recognize Ngan Anh's title as Miss.
