Complete the target of 100% of students participating in health insurance

(Baonghean) - Nghe An Department of Education and Training has just issued Official Dispatch No. 193/SGD&DT-VP to Heads of Departments of Education and Training of districts, cities, towns and units under the Department on strengthening the direction of implementing student health insurance.

According to the report of Nghe An Social Insurance, as of February 2017, the whole province only reached 86.45% of students participating in health insurance. Reasons: Due to the economic conditions of some families with many children; local authorities in some localities have not really paid attention to directing strongly; managers of some schools still perceive this as the work of the Social Insurance sector, so they have not been active in implementing it; education and propaganda work on the meaning and responsibility of students towards health insurance has not been very effective. Units with low student participation in health insurance include: Dien Chau, Quynh Luu, Nghia Dan, Yen Thanh, Tan Ky and Hoang Mai town.

Accordingly, to complete the target of 100% of students participating in health insurance in Decision No. 1167/QD-TTg of the Prime Minister; Decision No. 5011/QD-UBND of the People's Committee of Nghe An province, the Department of Education and Training requests the Heads of the Department of Education and Training of districts, cities and towns; Heads of units under the Department to urge and direct schools to implement the following contents:

1. Strengthen communication and education work, raise awareness among students, parents about health insurance policies and laws and the role of health insurance in caring for and protecting the health of students. Schools must identify that the good implementation of health insurance for students is the responsibility of the school's Board of Directors and teachers.

2. Coordinate with Social Insurance of districts, cities and towns in unifying the collection of health insurance premiums, keeping books for collecting health insurance premiums of students to ensure strict compliance with regulations (Decision No. 959/QD-BHXH dated September 9, 2015 of the General Director of Vietnam Social Insurance).

3. The Departments of Education and Training, Heads of units under the Department shall advise the People's Committees of districts, cities and towns to strengthen direction and support funding for health insurance for students, especially in difficult areas, and include the target of students participating in health insurance as a criterion for annual emulation in schools. At the same time, regularly inspect and supervise health insurance regulations in schools.
