Improving institutions and enhancing the effectiveness of law enforcement.
On the afternoon of September 23, the Provincial People's Committee held a meeting to hear and give opinions on the Draft Decision on the establishment of the Steering Committee on improving institutions and enforcing laws in Nghe An province; the draft working regulations and assignment of tasks of the Steering Committee; and the draft work program for the fourth quarter of 2026 and the year 2027 of the Steering Committee.
Comrade Phung Thanh Vinh - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee - presided over the meeting; representatives from relevant departments and agencies also attended.
The draft decision to establish the Steering Committee on Institutional Improvement and Law Enforcement in the province comprises 23 members with the function of advising the Provincial Party Standing Committee and the Provincial Party Committee on major policies, guidelines, and directions regarding institutional improvement and law enforcement; leading, directing, coordinating, urging, inspecting, and supervising important and strategic tasks related to institutional improvement and law enforcement in the province.
After hearing the opinions and suggestions on the draft from representatives of various departments and agencies, Vice Chairman of the Provincial People's Committee Phung Thanh Vinh requested the Department of Justice - the unit assigned to develop the drafts - to fully incorporate the feedback, research and add more members to the Steering Committee to suit the requirements and tasks. At the same time, he requested a review and revision of the wording in the draft to avoid repetition and ensure its coherence before submitting it to the Provincial People's Committee for consideration and early implementation of the next steps.
Next, the Provincial People's Committee listened to and commented on the Draft Resolution of the Provincial People's Council stipulating the level of support for forensic experts, assistants to forensic experts; and forensic experts on a case-by-case basis in Nghe An province.
Regarding this matter, Vice Chairman of the Provincial People's Committee Phung Thanh Vinh stated that the drafting of the Resolution is necessary because forensic expertise is a specialized field requiring high professional qualifications and performing tasks under special working conditions and environments. Therefore, the Resolution needs to research and develop appropriate support levels to encourage the team of forensic experts. He requested the Department of Justice and the Department of Finance to continue refining the feedback, clarifying the contents of Article 3, Clause 2 of the Resolution; establishing a budget limit for each case; and striving to finalize the contents so that the Resolution can be issued and take effect from the beginning of 2027.
