LISTEN AND DISCUSS PRESENTATIONS AND PROGRAMS
In the morning, under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly listened to Minister of Transport Nguyen Van The, authorized by the Prime Minister, present a report summarizing and assessing the overall implementation of Resolution No. 66/2013/QH13 and the plan to implement the Ho Chi Minh Road project in the next phase; Chairman of the National Assembly's Committee on Science, Technology and Environment Le Quang Huy presented a report on the verification of this content.
Next, Governor of the State Bank of Vietnam Nguyen Thi Hong, authorized by the Prime Minister, presented the Summary Report on the implementation of Resolution No. 42/2017/QH14 dated June 21, 2017 on piloting bad debt settlement of credit institutions and the Submission on extending the application period of all provisions of Resolution No. 42/2017/QH14 dated June 21, 2017; Chairman of the National Assembly's Economic Committee Vu Hong Thanh presented the Report assessing the summary and examination of the Submission on this content.

Chairman of the National Assembly's Committee on Law Hoang Thanh Tung presented the Report on the proposed Law and Ordinance Development Program for 2023 and adjustments to the Law and Ordinance Development Program for 2022.
After that, the National Assembly discussed in the hall the proposed Law and Ordinance Development Program for 2023 and the adjustment of the Law and Ordinance Development Program for 2022. At the end of the discussion session, the National Assembly listened to Minister of Justice Le Thanh Long, representing the Government, authorized by the Prime Minister, as the agency synthesizing the Government's report and the Government reporting to the National Assembly on the annual Law and Ordinance Development Program, speaking to receive and explain a number of opinions raised by National Assembly deputies.

On the same afternoon, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly listened to Minister of Planning and Investment Nguyen Chi Dung, authorized by the Prime Minister, present the Report on the draft Resolution on piloting a number of specific mechanisms and policies for the development of Khanh Hoa province; Vice Chairwoman of the National Assembly's Finance and Budget Committee Vu Thi Luu Mai presented the Report on the verification of the above draft Resolution.
CLARIFYING THE ABILITY TO BALANCE RESOURCES FOR THE HO CHI MINH RAIL PROJECT
On the same afternoon, the National Assembly Delegation of Nghe An province discussed at Group 11 with National Assembly deputies from Bac Giang and Khanh Hoa provinces about the draft Resolution on piloting a number of specific mechanisms and policies for the development of Khanh Hoa province; summarizing and evaluating the overall implementation of Resolution No. 66/2013/QH13 and the plan to implement the Ho Chi Minh Road project in the next phase.
Regarding the Ho Chi Minh Road project, according to Resolution No. 66/2013/QH13, by 2020, the route from Pac Bo (Cao Bang) to Dat Mui (Ca Mau) must be completed with a minimum scale of 2 lanes and a length of about 2,744 km. To date, 2,362 km/2,744 km have been completed, reaching 86.1% and about 258 km of branch routes; 211 km are being implemented; the remaining 171 km have not yet been allocated capital for implementation.

Speaking at the discussion at Group 11, some opinions of National Assembly delegates from Nghe An delegation suggested that it is necessary to objectively assess the reasons for the slow progress of the project, which is considered a very important strategic route for national defense - security, development of the western region of the country and has historical and traditional value, especially in the direction, operation and balancing and allocating resources.
Regarding the Ho Chi Minh road project, regarding the future orientation, comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Nghe An province expressed his concern that the work of assessing, forecasting, and measuring situations including progress, time, as well as balancing the capital allocated to implement the project has not yet brought peace of mind to delegates, especially the issue of balancing the project's resources is still unclear.

Regarding the draft Resolution on piloting a number of specific mechanisms and policies for the development of Khanh Hoa province, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Nghe An province Thai Thanh Quy expressed his high consensus on issuing the Resolution; especially appreciated the proposal to allow Khanh Hoa to pilot the separation of compensation and site clearance support from public investment projects to speed up the progress of public investment projects; as well as a number of policies suitable to the characteristics of Khanh Hoa province to develop Van Phong Economic Zone and marine economy.

Discussing in groups, Major General Tran Duc Thuan - Standing Member of the National Assembly's Committee on National Defense and Security, delegate of Nghe An delegation proposed to review the reasons for the slow progress of the Ho Chi Minh Road project, to gain experience in implementing the next projects; at the same time, expressed concern that from now until 2026, our country will allocate a very large public investment budget for transport projects, therefore, it is necessary to assess the ability to mobilize and allocate resources to implement this project.
Major General Tran Duc Thuan also highly supported the National Assembly's issuance of a Resolution to pilot a number of specific mechanisms and policies for the development of Khanh Hoa province. In this resolution, he suggested studying and proposing additional mechanisms to reform the salary regime for provincial officials and civil servants if Khanh Hoa's budget revenue is guaranteed.

Regarding the draft Resolution on piloting a number of specific mechanisms and policies for the development of Khanh Hoa province, comrade Do Van Chien - Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front, delegate of Nghe An Delegation, proposed that for the content "Khanh Hoa Provincial People's Council decides to allow districts, towns and cities to use the budgets at the district, town and city levels and other legal sources of the province to support Khanh Son district and Khanh Vinh district in preventing, combating and overcoming the consequences of natural disasters and epidemics, implementing the National Target Programs on sustainable poverty reduction, building new rural areas and developing the economy - society in ethnic minority and mountainous areas", it is necessary to expand the content with the purpose of "developing the economy - society", in addition to implementing the National Target Programs on sustainable poverty reduction, building new rural areas and developing the economy - society in ethnic minority and mountainous areas to create convenience and flexibility in the implementation process./.
