Primary school students in Nghe An do not have to pay tuition fees.
(Baonghean.vn) - In response to many opinions surrounding tuition fees for primary school in Nghe An province, the Department of Education and Training affirmed that students at this level do not have to pay tuition fees.
That is the affirmation from Mr. Dao Cong Loi - Head of Primary Education Department, Nghe An Department of Education and Training about many parents wondering "whether or not primary school students have to pay tuition".
Specifically, according to the provisions of Article 6, Decree No. 86/2015/ND-CP dated October 2, 2015 of the Government "Regulations on the mechanism for collecting and managing tuition fees for educational institutions in the national education system and policies on tuition exemption, reduction, and support for learning costs from the 2015-2016 school year to the 2020-2021 school year", "public primary school students" are not required to pay tuition fees.

Currently, primary school students in the area have to pay for "2 sessions/day teaching" and "boarding" fees. However, during the implementation process, because schools do not fully explain, parents mistakenly think that this is "tuition".
Accordingly, implementing Decision 1517/QD.UBND.VX dated April 20, 2015 of Nghe An Provincial People's Committee, all primary schools organizing 2 sessions/day will use socialized funding to pay for teachers to teach extra classes, work extra hours at noon, pay contracts for teachers to teach missing subjects, teach foreign languages and elective subjects, contracts for boarding students and other expenses.
With this regulation, schools in Vinh city, schools in wards of the town and schools in towns in the plains have a maximum fee of 100,000 VND/month (teaching 2 sessions/day) and 105,000 VND/month (with boarding payment); for the remaining schools, the fee is 90,000 VND/month (teaching 2 sessions/day) and 90,000 VND/month (boarding payment).

Regarding this fee collection, Mr. Dao Cong Loi explained: Currently, according to the regulations of the Ministry of Education and Training, primary schools only teach 5 periods/week. However, in order to improve the quality of comprehensive education and improve the quality of boarding care, most schools in Nghe An province have implemented teaching 2 sessions/day with a duration of 9-10 periods/week.
Although the number of periods has increased, the current staffing of the Provincial People's Committee only ensures 1.2 teachers/class (according to regulations, 1.5 teachers/class), so schools must contract teachers to ensure enough periods and the payment is taken from the revenue from 2 sessions/day.
Particularly for extremely disadvantaged communes and mountainous communes, to maintain teaching 2 sessions/day, the province prioritizes arranging enough teachers, 1.5 teachers/class, and students in these areas do not have to pay for 2 sessions/day.
