Learning from Uncle Ho's way of interacting and working with the people

Directive 03 has not achieved the goal of "reversing the recession"

In 2011, the 11th Politburo issued Directive No. 03 on "Continuing to promote studying and following Ho Chi Minh's moral example".

After 5 years of implementing Directive 03 (from 2011-2016), many limitations have been pointed out. That is, implementing the Directive has not become a regular task, has not become a self-awareness of cadres, party members, especially leaders; many places still consider this as a movement, a campaign; many organizations study a lot but follow very little.

Leaders, key officials, cadres, party members, civil servants and public employees have not upheld their responsibility to set an example, lacked self-cultivation and training, and were not exemplary in work and life, reducing people's trust in the Party.

The concretization and organization of implementation of ethical standards, registration for studying and following Ho Chi Minh's moral example in many places are still formal. The propaganda work on implementing the Directive is not really lively and attractive, and has not created a strong spread from typical examples in the Party and society.

Inspection and supervision work in many localities and units is not regular and continuous, especially at the end of the term, and has not achieved the goal of repelling the degradation of political ideology, ethics, lifestyle and corruption and negative evils.

On the other hand, Prof. Dr. Phan Xuan Son, Ho Chi Minh National Academy of Politics, said that we have not fully exploited the content of the Directive. Studying and following Ho Chi Minh's ideology and morality will later be supplemented with Ho Chi Minh's ideology, morality and style.

Thus, learning from Uncle Ho is not only about ideology, style, and way of handling work, but also about working style, relationship with people, relationship with cadres, internal and external relationships.

Besides, there are limitations in the organization and implementation, sometimes focusing on formalities, for example, talking a lot, slogans, and taking many exams, but it is necessary to test and evaluate what learners perceive, how they express it, what criteria to evaluate and how they demonstrate it through behavior in society.

"Therefore, organizing the study and following of Ho Chi Minh's ideology and morality must be substantial and in-depth, not just a movement" - Mr. Phan Xuan Son said.

Implement Directive 05 in conjunction with implementing Central Resolution 4 (term XII)

To overcome these limitations, in 2016, the 12th Politburo issued Directive No. 05 on "Promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle" with further emphasis on the importance, position and role of studying Uncle Ho in the work of comprehensively building the Party, in terms of politics, ideology, organization and morality.

With the identification, study and following of Ho Chi Minh's ideology, morality and style as an important content of the Party building and rectification work, the Politburo also requires the implementation of Directive 05 in conjunction with the implementation of Resolution 4 of the Central Committee (term XII) on preventing and repelling the degradation of political ideology, morality, lifestyle and manifestations of "self-evolution" and "self-transformation" within the Party, stepping up the fight against corruption, waste and bureaucracy.

Mr. Nguyen Tuc - Member of the Central Committee of the Vietnam Fatherland Front, said that Directive 05 was issued and implemented, in conjunction with Resolution 4 of the Central Committee (12th tenure), which immediately brought about positive results in the work of Party building and rectification. The Party has courageously and honestly dealt with severely those Party members who committed wrongdoings and were corrupt, regardless of how high-ranking and powerful those Party members were.

The viewpoint and determination of “no prohibitions, no exceptions” in tightening Party discipline and order, and strengthening control over power have further strengthened the people’s trust in the Party. That clearly demonstrates Ho Chi Minh’s thought on Party building and rectification.

“We have policies and resolutions, but the measures are not thorough and the determination is not enough. Uncle Ho taught that there must be 1 policy, 10 measures and 20 determinations. Since the 4th Central Conference (12th tenure), that thought of President Ho Chi Minh has been clearly demonstrated. Even the number of cadres under the Central management who have been disciplined, including criminally prosecuted, has strengthened the people's trust," said Mr. Nguyen Tuc.

In Directive 05, the Politburo especially emphasized the role of leaders. That is, it is necessary to "build a contingent of cadres, especially a contingent of strategic-level cadres with sufficient capacity, qualities, and equal to the task"; promote the responsibility of self-learning first and following first to set an example for leaders and key cadres, cadres, and party members in studying and following Ho Chi Minh's ideology, morality, and style.

The important new points of Directive 05 have brought about positive results in practice. Most importantly, it has initially prevented the degradation of political ideology, morality, lifestyle and the manifestations of "self-evolution" and "self-transformation" within the Party. It has created positive changes in awareness and action within the Party, in the political system from the Central to the grassroots, in localities across the country. All with the sole purpose of learning from Uncle Ho - following Uncle Ho, and many creative ways of doing things, many typical organizations and individuals have appeared.

From Directive 03 to Directive 05, up to now, the entire Party, people and army have entered the 8th year of continuing to promote studying and following Ho Chi Minh's ideology, morality and style.

The period of time is not long, but the positive changes in awareness and action in the entire Party, in the political system and among the people are solid steps to make his ideology, morality and style truly become a solid spiritual foundation of social life, building Vietnamese culture and people to meet the requirements of sustainable development, for the goal of a rich people, strong country, democracy, fairness and civilization./.
