On September 5th and 6th, the 5th Session of the Central Theoretical Council was held in Hanoi, chaired by Mr. Dinh The Huynh, Member of the Political Bureau, Secretary of the Central Committee of the Party, Head of the Central Propaganda Department, and Chairman of the Central Theoretical Council.

In accordance with the work program of the 11th Central Committee, the 6th Central Committee Conference will address three issues: Continuing to innovate and improve the efficiency of state-owned enterprises, ensuring the leading role of the state economy in the socialist-oriented market economy;

Fundamentally and comprehensively reform education and training, improve the quality of human resources to meet the requirements of industrialization, modernization, and international integration; Develop science and technology to serve the cause of industrialization, modernization, and international integration.

In fulfilling its advisory function to the Politburo and contributing to the preparation of proposals for the 6th Central Committee Conference (11th term), at this session, the Council members will discuss draft advisory reports on: Fundamental and comprehensive reform of education and training in Vietnam; Development of science and technology to serve the cause of industrialization, modernization and international integration; Some theoretical and practical references for researching and selecting new policies on continuing to reform and improve the efficiency of state-owned enterprises in Vietnam today.

In his directive speech, the Head of the Central Propaganda Department and Chairman of the Central Theoretical Council, Dinh The Huynh, outlined the main points he requested the Council members to focus on discussing in order to improve the quality of the advisory reports.

Regarding state-owned enterprises and the state-owned economy, Mr. Dinh The Huynh suggested that the Council members need to clarify the role and position of the state-owned economy, with state-owned enterprises as its core, in the socialist-oriented market economy; and the criteria for evaluating enterprises in various aspects: economic, political, social, national defense, security, and foreign relations. This will lead to accurate assessments and create social consensus on the role and position of the state-owned economic sector, with state-owned enterprises as its core, in the national economy.

Based on that, delegates proposed viewpoints for the continued reform of state-owned enterprises, focusing on state-owned economic groups and corporations; issues that need to be addressed, especially regarding ownership, ownership representation, reform of state management of state-owned enterprises, and corporate management and governance...

Based on the current state of education and training, Mr. Dinh The Huynh suggested that the Council clarify the issues that need to be addressed, especially regarding the role, position, objectives, institutions, policies, actual quality, and environment of education and training.

The Council proposed refining the guiding principles for fundamental and comprehensive reform of education and training; clarifying the ideology and understanding of fundamental and comprehensive reform of education and training in accordance with the spirit of the Party's 11th National Congress Resolution. The Council clarified the urgent tasks and breakthroughs in reforming the mindset regarding education and training; building and perfecting the management and development mechanisms for education and training; and the prerequisites for the success of the "fundamental and comprehensive reform" of education and training.

Regarding science and technology, the Council needs to provide justification for clarifying the new context and the necessity of issuing a resolution on science and technology development under current conditions; new perspectives and understandings that need to be added compared to the previous Central Committee resolution on science and technology development; and the main content of reforming mechanisms, policies, and implementation organizations.

The Standing Committee of the Council requested that its members uphold a spirit of responsibility, democracy, and frankness, contributing practical and relevant opinions to finalize the reports and promptly submit them to the Politburo and the Secretariat.
