Conference to provide feedback on the referendum law

(Baonghean.vn) - On the morning of September 17th, the Provincial National Assembly Delegation held a conference to gather opinions on the draft Law on Referendums. Comrade Pham Van Tan - Head of the Provincial National Assembly Delegation - chaired the conference.

Also attending were Comrade Tran Van Mao - Standing Member of the Provincial People's Council, representatives of the Provincial Fatherland Front Committee, relevant departments and agencies; People's Committees of districts, cities and towns, and legal collaborators.

Overview of the conference.

The draft Law on Referendums (expected to be submitted to the 13th National Assembly for consideration and approval at its upcoming 10th session) consists of 9 chapters and 56 articles, regulating issues related to the proposal, decision-making, organization, responsible agencies and organizations, voter lists and polling areas, voting procedures; rights and obligations of voters in referendums and referendum results...

Comrade Tran Van Mao, a Standing Member of the Provincial People's Council, believes that the issue requiring a referendum is a matter of national importance, and therefore the scope of entities (agencies, organizations) proposing a referendum should not be broadened.

Lawyer Nguyen Trong Hai (Head of Trong Hai and Associates Law Office) argues that "remote voting should be permitted for Vietnamese citizens who are not present at the time of voting, as it is an opportunity for citizens to demonstrate their responsibility towards important national issues."

Comrade Nguyen Quoc Thang from the Provincial Political School suggested that regulations on referendums at the local level should be expanded to address important socio-economic issues in each locality.

At the conference, delegates focused on discussing issues in the draft Law on Referendums, such as the proposal for a referendum, the scope of referendums, the entities entitled to propose a referendum, regulations on the voter turnout to ensure the validity and effectiveness of the referendum issue, the responsibility for reporting referendum results, the issue of voting by citizens not present at the time of voting, and the resolution of complaints related to referendums.

Some delegates argued that, in addition to national issues requiring widespread referendums, regulations on referendums at the local and regional levels should be expanded to facilitate the resolution and removal of obstacles in the socio-economic life of localities.

Speaking at the conference, Comrade Pham Van Tan highly appreciated the contributions of the delegates and expressed his hope that the delegates would continue to study and submit their comments in writing so that the Provincial National Assembly Delegation could compile them and submit them to the Standing Committee of the National Assembly for consideration and completion of the Draft Law.
