The 14th Conference of the 19th Nghe An Provincial Party Executive Committee conducted a mid-term review of the 2020 - 2025 term.

Attending the conference were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; representatives of Central Party Committees, comrades of the Standing Committee of the Provincial Party Committee, and the Provincial Party Executive Committee.

THERE ARE MANY BRIGHT SPOTS

The Provincial Party Executive Committee conducted a mid-term review of the implementation of the Resolution of the 19th Provincial Party Congress; a mid-term review of the work of inspection, supervision and Party discipline enforcement.

Accordingly, implementing the Resolution of the 19th Provincial Party Congress, Nghe An province has achieved quite comprehensive achievements in all aspects. Up to now, through assessment, 28/35 targets have been achieved, exceeded and expected to be achieved; 7 targets continue to be strived for.

Notably, despite the difficult context, the economy maintained a fairly high growth rate and was higher than the national average; the growth rate of the province's gross regional domestic product (GRDP) in 2021 increased by 6.13%; in 2022, it increased by 8.78%; in the first 6 months of 2023, it is estimated to reach 5.79%.

Nghe An's GRDP scale is increasingly expanding; GRDP in 2022 reached nearly 176,000 billion VND, 1.21 times higher than in 2020, ranking 10th out of 63 localities; GRDP per capita in 2022 reached 51.34 million VND.

The economic structure continues to shift in a positive direction, gradually reducing the proportion of agriculture and increasing the proportion of non-agriculture.

The work of building the Party and the political system has been focused on and achieved many positive results; the Party's leadership method has been strongly innovated; the role and leadership and direction capacity of Party committees and authorities at all levels have been enhanced; the great national unity bloc has been consolidated and strengthened.

The Politburo issued Resolution No. 39-NQ/TW on building and developing Nghe An province to 2030, with a vision to 2045; the Central Party Secretariat held a conference to disseminate and implement the Resolution, with nearly 42,000 cadres and party members in the province attending the conference.

Along with Resolution No. 39-NQ/TW, the Prime Minister approved the Provincial Planning for the period 2021 - 2030, with a vision to 2050, creating a new mindset for the province, identifying new key points, breakthroughs, and new economic space for the province's development in the coming time.

The inspection and supervision work of Party committees and inspection committees at all levels has seen many innovations in the past half term. Inspection committees at all levels have comprehensively performed their tasks according to the Party Charter and the tasks assigned by Party committees.

The results of inspections of party organizations and party members when there are signs of violations have clearly changed; the handling of denunciations and complaints ensures procedures and regulations; proactively review, advise leaders, direct, implement conclusions after inspections and examinations and consider handling complicated, prolonged cases that are of public interest; consider, handle and propose disciplinary action against party organizations and party members who violate discipline, ensuring principles, objectivity and compliance with regulations.

Since then, the inspection, supervision and enforcement of Party discipline by Party committees and inspection committees at all levels in the entire Nghe An Party Committee have achieved positive results; making an important contribution and affirming the role and responsibility of the Inspection sector in Party building and political system building.

At the conference, comrades in the Provincial Party Executive Committee discussed and agreed on the contents of the draft mid-term review reports; and at the same time, gave additional comments on some contents.

PROMOTING UNITY, JOINT EFFORT AND UNITY FOR COMMON DEVELOPMENT

In his concluding remarks, Secretary of Nghe An Provincial Party Committee Thai Thanh Quy analyzed the context of organizing the implementation of the Resolution of the 19th Provincial Party Congress in the past half term.

From there, he pointed out the bright spots that have been summarized through practical results. Accordingly, the spirit of solidarity, unity, frankness and democracy in the Standing Committee and the Provincial Party Committee Standing Committee has been affirmed and spread throughout the political system. The public opinion of the people of the province is trusting and expecting the leadership and direction to concretize the development guidelines and ideas of the province.

Especially from the beginning of the term, the province has had innovations in leadership and direction, which are the focus, key points; proactive, and determinedly pursuing work.

Of the 28/35 targets achieved, exceeded and forecasted to be achieved or exceeded, many targets far exceeded the set targets such as export turnover.

Investment attraction is a bright spot; spearhead education is among the top in the country, mass education has made remarkable progress. Social security, hunger eradication and poverty reduction have always been focused on, especially the Program to support the construction and repair of houses for the poor and people with difficult housing circumstances in the province in the period of 2023 - 2025. Up to now, 5,159 households have received housing support.

Major cultural events are well organized, leaving an impression. National defense and security are ensured. Party building and political system building, especially personnel work, are basically transparent.

However, the remaining time of the term also has many challenges, especially 7 indicators are forecasted to face many difficulties; including 4 economic indicators: GRDP growth rate, budget revenue, per capita income, urbanization rate in the whole province.

In the field of Party building, there are 3 targets that also face many difficulties in implementation: admitting new Party members, the ratio of cadres, leaders and managers at the provincial level, and key cadres and members of the Standing Committee of the District Party Committee under 40 years old.

On that basis, the Provincial Party Secretary requested to analyze objective and subjective causes and propose solutions to achieve the highest level of implementation by the end of the term. The viewpoint is to make maximum efforts to achieve the target.

The head of the Provincial Party Committee also emphasized that it is necessary to continue to maintain the spirit of solidarity and unity; Party committees and authorities at all levels must "play their roles and know their lessons" in their work, for the common good.

At the same time, it is necessary to focus on working together to remove bottlenecks, especially bottlenecks in strategic infrastructure such as deep-water seaports and airports; pay close attention to advising the National Assembly to issue specific mechanisms and policies for the province in June 2024; focus highly on responding to situations, not being passive or surprised.

Regarding inspection and supervision work, comrade Thai Thanh Quy assessed that since the beginning of the term, it has been promptly concretized; inspection of signs of violations has been strengthened, and inspections have been conducted in difficult, sensitive, and complicated areas.

In the coming time, the head of the Provincial Party Committee requested to develop a program, inspect and supervise with focus, key points and increasingly more concise, choose the right field; grasp the situation of the locality, industry and field to proactively advise on inspection and supervision work; especially continue to boldly advise on inspection and supervision in the fields that the Provincial Party Committee Standing Committee is focusing on directing; at the same time, it is necessary to promote the spirit of self-inspection and supervision.

Also in the conference program, the Provincial Party Executive Committee took the vote of confidence of the Provincial Party Executive Committee for the members of the Provincial Party Standing Committee; summarized 10 years of implementing Resolution No. 25-NQ/TW dated June 3, 2013 of the Central Executive Committee (11th tenure) on "strengthening and innovating the Party's leadership over mass mobilization work in the new situation"; summarized 10 years of implementing Decision No. 218-QD/TW dated December 12, 2013 of the 11th Politburo promulgating the Regulation on the Vietnam Fatherland Front, socio-political organizations and people participating in giving opinions on Party building, government building and many other important contents.
