Creating more growth momentum

Listening and giving opinions on the socio-economic situation, budget, administrative reform in the first 6 months of the year; opinions in the Provincial Party Executive Committee agreed with the achieved results, as well as 10 groups of tasks and key solutions in the last 6 months of the year presented by the Provincial People's Committee Party Executive Committee.

Accordingly, in the context of many difficulties and uncertainties in the world and domestic economy, the provincial Party Committee, government and political system have proactively grasped the situation and proposed flexible, timely, focused and key solutions to the arising problems, difficulties and challenges.

At the same time, the dynamism of the business community and business households in overcoming difficulties and the efforts of the people are important factors that contribute to the recovery of the province's economy each month and each quarter.

Nghe An's GRDP in the second quarter increased by 7.22%, higher than in the first quarter (6.38%), thereby increasing GRDP in the first 6 months of this year by 6.76%, ranking 3rd in the North Central region and 26th in the country, higher than the same period in 2023 (6.15%).

The results of budget collection, public investment disbursement, and investment attraction are all higher than the same period in 2023. A number of key national projects deployed in the area and key projects of the province have also been completed, or are in the final stages of completion.

The results achieved in the past 6 months are creating momentum for acceleration in the remaining 2 quarters of this year. However, currently, to create new momentum for growth, Nghe An is facing a number of challenges that need to be thoroughly resolved such as site clearance, especially site clearance for investment in industrial park infrastructure in the context of land funds in existing industrial parks being almost filled; difficulties of enterprises in recruiting workers;...

Based on the practical situation and opinions, comrades in the Provincial Party Executive Committee enthusiastically discussed related issues.

Comrade Le Truong Giang - Member of the Provincial Party Committee, Secretary of Hoang Mai Town Party Committee reported on the difficulties in site clearance for Hoang Mai II Industrial Park with a total area of ​​344 hectares, associated with local solutions and proposals to the province.

Similarly, comrade Ha Xuan Quang - Member of the Provincial Party Executive Committee, Secretary of Dien Chau District Party Committee reported on the site clearance work of VSIP Nghe An Industrial Park, covering an area of ​​500 hectares, being implemented in the district.

Regarding this content, comrade Le Tien Tri - Member of the Provincial Party Executive Committee, Head of the Southeast Economic Zone Management Board requested relevant localities, including Dien Chau district and Hoang Mai town to coordinate with the Department of Natural Resources and Environment to focus on clearing and handing over the land of the two key industrial parks as soon as possible to create conditions to attract secondary investors.

Because currently, FDI capital flow into the province is favorable but there is no land fund to arrange, leading to FDI attraction in the first 6 months of the year reaching only 300 million USD, while in the same period in 2023 it reached more than 700 million USD.

The Head of the Southeast Economic Zone Management Board reported to the Provincial Party Committee on the progress of expanding the Southeast Economic Zone, changing its name to Nghe An Economic Zone and the process of implementing procedures to build Cua Lo deep-water seaport.

Director of Nghe An Department of Home Affairs Nguyen Viet Hung mentioned administrative reform work, requesting sectors and localities to pay attention to overcoming low component scores of PCI and PAPI indexes; at the same time, resolutely direct the correction of public ethics, tighten discipline and administrative order, to create a healthy environment, serving people and businesses better.

The Director of the Nghe An Department of Home Affairs also said that it is expected that in October 2024, the National Assembly Standing Committee will approve the Project on adjusting boundaries and expanding Vinh urban space and the Project on arranging administrative boundaries of communes in Nghe An province for the period 2023 - 2025; therefore, it is recommended that relevant localities proactively implement them.

Regarding the situation in the highlands and border areas of the province, Comrade Vi Hoe - Member of the Provincial Party Committee, Secretary of the Ky Son District Party Committee, said that the district has completed 1,800 houses for poor households and is actively coordinating to complete the agricultural and forestry development project in the area supported by the Ministry of Agriculture and Rural Development. The leaders of Ky Son district also proposed to remove some obstacles to resettle people in landslide areas, and allocate land and forests to people.

Leaders of a number of localities and sectors reported on the situation in their localities related to the implementation of socio-economic development tasks; at the same time, proposed to the province a number of issues to remove obstacles arising from local realities...

Grasp the area, stick close to the base

Concluding this content, Provincial Party Secretary Thai Thanh Quy summarized the outstanding and significant highlights, creating a foundation for the province's rapid and sustainable development; as well as agreeing with the difficulties and challenges pointed out by the delegates.

Based on the analysis and forecast of the situation in the last 6 months of 2024, associated with many extremely important political tasks that need to be implemented, the Secretary of Nghe An Provincial Party Committee requested the entire political system to concentrate highly, promptly grasp opportunities and advantages, see all difficulties and challenges; from the practical implementation of tasks at localities, agencies and units to be determined to achieve the highest goals and targets set.

In particular, localities and sectors need to review the targets and tasks of Party congress resolutions at all levels to refer to the ability to complete them; determined to achieve the highest results.

At the same time, the province needs to focus on concretizing the National Assembly's Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province. Accordingly, it is necessary to continue to closely follow up to propose to the Prime Minister to issue new mechanisms and policies for the province under the authority of the head of the Government. On the other hand, the Provincial People's Council needs to concretize the authorities that the National Assembly allows to be decentralized according to the Resolution.

The head of the Provincial Party Committee also requested to focus on implementing the Project on adjusting boundaries and expanding Vinh urban space and the Project on arranging administrative boundaries of communes in Nghe An province for the period 2023 - 2025, which is expected to be approved by the National Assembly Standing Committee in October 2024.

In particular, to create momentum for the province's strong development, the head of the Provincial Party Committee requested to continue to strongly improve the investment environment and investment attraction efficiency, determined to maintain the top 10 localities attracting the most FDI in the country in 2024.

To do so, in addition to promoting the effectiveness of procedure settlement for investors, the key issue now is to urgently carry out site clearance to have clean industrial land fund and well solve the problem of labor supply for investors.

In particular, regarding the current difficulties in labor supply, the Provincial Party Secretary requested that the conference on this content, which will be organized by the Provincial People's Committee, must be closely linked with employers. Party committees, local authorities, the Fatherland Front and socio-political organizations must resolutely take part in this task.

The Provincial Party Secretary also requested to focus on disbursing public investment capital; if necessary, it is possible to replace officials or transfer capital from poorly disbursed projects to well-disbursed projects, to speed up disbursement progress, contributing to growth, job creation, and goods circulation.

In addition, the Provincial Party Secretary requested that relevant agencies work hard, closely follow progress, and focus on implementing key projects, in which special attention must be paid to completing procedures to start construction of Cua Lo deep-water seaport this year.

For the Western Nghe An region, the Provincial Party Secretary requested to continue to firmly grasp and well implement the "3 peace" motto (peace for the people, peace for the area, peace for the border); in which, it is necessary to pay attention to focusing on taking good care of social security work such as building houses for poor households and households with housing difficulties.

Regarding leadership and direction, Provincial Party Secretary Thai Thanh Quy emphasized the view that the head of the Party Committee must stay close to the grassroots, and roll up his sleeves to promptly direct and resolve difficult tasks.

The head of the Provincial Party Committee discussed and clearly directed the handling of the recommendations, in which the Party Committee of the Provincial People's Committee was assigned to preside over and coordinate with the Provincial Party Committee's Organization Committee to study and report to the Provincial Party Committee's Standing Committee on whether or not to establish a land fund development center in some key areas as recommended.

Also in the program, the Provincial Party Committee summarized 10 years of implementing Directive No. 39-CT/TW dated August 18, 2014 of the Politburo on strengthening internal political protection work in the current situation; gave opinions on the results of implementing Resolution No. 08-NQ/TU dated March 2, 2022 of the Provincial Party Committee on strengthening the Party's leadership in environmental protection work in the province for the period 2022 - 2030.

Summary of 5 years of implementing Action Program No. 88-CTr/TU dated June 20, 2019 of the Provincial Party Committee on implementing Resolution No. 28-NQ/TW dated May 23, 2018 of the Party Central Committee (12th tenure) on reforming social insurance policies.

The Provincial Party Executive Committee also agreed to establish four sub-committees to prepare for the 20th Nghe An Provincial Party Congress, term 2025 - 2030.
