Conference of Standing Committees of Provincial People's Councils in the North Central region
On June 28th, Comrade Moong Van Hoi, Head of the Ethnic Affairs Committee of the Provincial People's Council, acting on behalf of the Standing Committee of the Provincial People's Council, participated in the 5th Conference of the Standing Committees of the People's Councils of the North Central provinces, term 2011-2016, held in Dong Ha City, Quang Tri Province. Also attending the conference were representatives from the National Assembly's Delegation Affairs Committee, the People's Representative Newspaper, and the Standing Committees of the People's Councils of six provinces: Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, and Thua Thien Hue.

The conference focused on the topic of local government in the draft amendment to the 1992 Constitution. Delegates spoke and largely agreed on the following points: the necessity of having People's Councils at all four levels of local government; if district and ward People's Councils are abolished, there will be no one to supervise the People's Committees at those levels. In reality, even provincial People's Councils cannot effectively supervise the ward and commune levels. Delegates also discussed the activities of the Standing Committee and the committees of the People's Councils during the first six months of the year, including supervision, voter outreach, citizen reception, handling of petitions, and preparation for the mid-year 2013 People's Council session. Based on the practical experiences of the localities, representatives from the Standing Committees of the People's Councils of six North Central provinces emphasized the importance of information exchange and sharing in the management and operation of the Standing Committees of the People's Councils in addressing common issues, especially the socio-economic development of each province.
At the conference, Comrade Moong Van Hoi - Head of the Ethnic Affairs Committee of the Provincial People's Council - presented a paper on: The practical organization and operation of local governments at the district and commune levels in Nghe An province and the results of the activities of the Standing Committee, delegate groups and delegates of the Provincial People's Council in the first six months of 2013; and the preparation for the mid-year regular session of 2013.
