Standing Conference of People's Councils of North Central provinces
On June 28, comrade Moong Van Hoi - Head of the Ethnic Affairs Committee of the Provincial People's Council, authorized by the Standing Committee of the Provincial People's Council, attended the 5th meeting of the Standing Committee of the People's Councils of the North Central provinces, term 2011-2016 in Dong Ha City, Quang Tri Province. Also attending the meeting were representatives of the National Assembly Delegation Working Committee, the People's Representative Newspaper and the Standing Committees of the People's Councils of 6 provinces: Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue.

The conference focused on discussing the topic: Local government in the draft amendment to the 1992 Constitution. The delegates spoke and discussed and the majority agreed on the following contents: the necessity of having People's Councils in the 4-level local government; if the People's Councils of districts and wards are removed, there will be no one to supervise the People's Committees at the same level. In reality, the People's Councils at the provincial level cannot reach the level of supervision of wards and communes. The delegates discussed the activities of the Standing Committee and People's Council committees in the first 6 months of the year on supervision, contact with voters, public reception, handling of petitions, preparation for the mid-year People's Council session in 2013... From the practical activities of the localities, the representatives of the Standing Committees of the People's Councils of the 6 North Central provinces emphasized the exchange and provision of information in the management and operation activities of the Standing Committees of the People's Councils to resolve the most common tasks, especially the socio-economic development of each province.
At the conference, comrade Moong Van Hoi - Head of the Ethnic Affairs Committee of the Provincial People's Council presented a paper: Practical organization and operation of local governments at district and commune levels in Nghe An and the results of activities of the Standing Committee, delegations and delegates of the Provincial People's Council in the first 6 months of 2013; preparation work for the mid-year regular meeting of 2013.
