The second national conference to implement laws and resolutions of the 6th Session and the 5th Extraordinary Session of the 15th National Assembly
(Baonghean.vn) - The National Assembly Standing Committee focused on disseminating new points, key contents, requirements and main tasks to implement 19 laws and resolutions recently passed by the National Assembly at the 6th Session and the 5th Extraordinary Session.
On the morning of March 7, at the National Assembly House, the National Assembly Standing Committee coordinated with the Government to organize the second National Conference to implement the laws and resolutions of the 6th Session and the 5th Extraordinary Session of the 15th National Assembly. Comrade Vuong Dinh Hue - Politburo member, Chairman of the National Assembly chaired.

The conference was connected online to 63 points in provinces/cities across the country. At the Nghe An province point, comrade Thai Thi An Chung - Member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation chaired. Also attending were comrades: Vo Thi Minh Sinh - Member of the Provincial Party Committee Standing Committee, Chairwoman of the Vietnam Fatherland Front Committee of Nghe An province; Nguyen Nhu Khoi - Member of the Provincial Party Committee Executive Committee, Vice Chairman of the Provincial People's Council; National Assembly deputies, Standing Committee of the Provincial People's Council and a number of departments, branches and sectors.

IMPLEMENTING 9 LAWS, 10 RESOLUTIONS
To date, in the first half of the 15th term, the National Assembly and the National Assembly Standing Committee have issued 1,190 documents, including 32 laws and 112 resolutions of the National Assembly, 4 ordinances and 1,042 resolutions of the National Assembly Standing Committee.
Thereby, promptly institutionalizing the Party's policies and guidelines, continuing to concretize the Constitution, comprehensively adjusting all aspects of socio-economic life, at the same time, urgently removing difficulties and obstacles in practice, contributing to socio-economic recovery and development, ensuring social security, national defense and security.

At the 6th Session and the 5th Extraordinary Session, the 15th National Assembly passed 9 laws and 11 resolutions, which stipulated very important contents on identification; forces participating in protecting security and order at the grassroots level; management and protection of national defense works and military zones; land; housing; real estate business; water resources; telecommunications; credit institutions; piloting a number of specific policies on investment in road construction; applying additional corporate income tax according to regulations on preventing erosion of the global tax base; a number of specific mechanisms and policies to implement national target programs; socio-economic development plans; state budget estimates; medium-term public investment plans, etc.

Accordingly, there is 1 resolution that takes effect from November 28, 2023; 1 resolution that takes effect from January 1, 2024; 5 laws that take effect from July 1, 2024; 4 laws that take effect from January 1, 2025; the remaining resolutions take effect immediately upon their approval by the National Assembly; in addition, a number of laws stipulate specific provisions that take effect earlier or later than the general effect of the law.

At the first conference to implement laws and resolutions of the 15th National Assembly (September 6, 2023), the National Assembly Standing Committee made a step-by-step assessment of the implementation of laws and resolutions passed by the National Assembly from the beginning of the term to the end of the 4th session and thoroughly grasped the implementation of 16 laws and resolutions passed by the National Assembly at the 5th session.

Following the results of the first Conference, on the basis of the tasks and powers of the National Assembly Standing Committee as prescribed by the Law on Organization of the National Assembly and the tasks assigned in the Resolution of the 6th session of the 15th National Assembly, within the framework of the 2nd Conference, the National Assembly Standing Committee focused on disseminating new points, key contents, requirements and main tasks to implement 19/20 laws and resolutions recently passed by the National Assembly at the 6th Session and the 5th Extraordinary Session.

The conference also listened to the report of the National Assembly Standing Committee on new points, key contents, requirements and main tasks and the report of the Government on the organization and implementation of laws and resolutions passed by the National Assembly at the 6th Session and the 5th Extraordinary Session of the 15th National Assembly.
The conference also heard presentations on the supervision of the implementation of laws and resolutions passed by the National Assembly at the 6th Session and the 5th Extraordinary Session in the areas under the responsibility of the Law Committee and the Economic Committee; presentations on the preparation for the implementation of the Land Law and the Water Resources Law in 2024; the implementation of the Law on Credit Institutions in 2024;...

BRINGING THE NATIONAL ASSEMBLY'S DECISIONS INTO LIFE SOON
In his closing speech, National Assembly Chairman Vuong Dinh Hue acknowledged the positive changes in the implementation of laws and resolutions of the National Assembly; however, this is only the first step; especially when the amount of work that needs to continue is very large.
In particular, many laws of the 6th Session and the 5th Extraordinary Session have a large number of articles and contents assigned to the Government and regulatory agencies, which are both difficult and require high progress. The National Assembly Chairman emphasized that they require great focus, effort, and determination from the agencies.

In which, the National Assembly and the National Assembly Standing Committee organize the implementation of contents according to the provisions of laws and resolutions; promptly handle arising issues within their authority based on the proposals of the Government, agencies, organizations, and National Assembly deputies;...
The National Assembly Chairman requested the Government and the Prime Minister to closely follow the specific requirements and tasks for implementation of each law and resolution passed at the 6th Session and the 5th Extraordinary Session; allocate resources and prepare conditions to ensure meeting task requirements.

Local authorities of provinces and centrally-run cities shall proactively review, research, prepare necessary conditions and organize the implementation of assigned powers and tasks, especially new powers and tasks added in laws, resolutions of the National Assembly, pilot and specific mechanisms and policies applied in their localities and agencies.

The Central Committee of the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy, the State Audit, and central agencies of socio-political organizations participate in the development and contribution of opinions to the development and promulgation of documents detailing laws and resolutions of the National Assembly; participate in disseminating and educating the people about the law in appropriate forms according to the provisions of law; mobilize and motivate people of all walks of life to implement laws and resolutions.
Based on the success of the First and Second Conferences, the National Assembly Chairman said that agencies need to make greater efforts, be more determined, more responsible, and coordinate more closely and effectively to soon put the National Assembly's policies into practice.
