Online conference to contribute ideas to the draft model working regulations of the provincial Party delegation and Party executive committee

Comrade Nguyen Quang Duong, member of the Party Central Committee, Deputy Head of the Central Organizing Committee chaired the conference.

At Nghe An bridge, comrade Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee chaired the conference. Also attending the conference were comrades secretaries, deputy secretaries of the Party delegation, provincial Party Committee; leaders of the Committee; heads and deputy heads of specialized departments; specialists of the Department of Organization and Personnel, Provincial Party Committee Organization Committee.

The draft model working regulations of the provincial-level Party delegation and Party executive committee includes 05 chapters and 17 articles, focusing on the following contents: Position, functions, tasks, and powers of the Party delegation and Party executive committee; Tasks and powers of Party delegation and Party executive committee members; Working principles and regimes; Working relationships; Implementation provisions.

The development and promulgation of the Model Working Regulations are based on practical situations, to overcome existing shortcomings and limitations in the development and implementation of working regulations for provincial-level Party delegations and Party executive committees in the past; to ensure that provincial-level Party delegations and Party executive committees properly perform their functions, tasks and powers according to Regulation No. 146-QD/TW dated May 14, 2024 of the Secretariat on functions, tasks, powers, organizational structure, and working relationships of provincial-level Party delegations and Party executive committees; to contribute to improving the leadership and direction capacity of provincial-level Party delegations and Party executive committees towards state agencies and socio-political organizations.

On the basis of the draft Regulations, at the conference, delegates from the connecting points expressed their high agreement with the provisions in the draft, and also discussed and contributed some opinions such as: Participating in giving comments and proposing additions and amendments to some points in the content and layout of the chapters and articles in the draft, focusing on giving comments on the organizational structure, principles and working regime, and working relations.

Giving opinions at the conference, comrade Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee proposed that the Central Committee study, consider adjusting, supplementing and more clearly defining the tasks and powers; adding more working principles in the working regulations of the Party Delegation of the Fatherland Front at the provincial level; needing to specifically define which issues are "sensitive, important, and have far-reaching influence" so that the Party Delegation and Party Executive Committee at the provincial level need to have the opinions of the Party Committee and Standing Committee of the Provincial Party Committee...

Concluding the conference, comrade Nguyen Quang Duong, Deputy Head of the Central Organizing Committee, highly appreciated the rich, frank, profound and responsible comments of the delegates attending the conference; at the same time, he emphasized that the development and promulgation of regulations is necessary to meet practical requirements. The drafting department will receive comments, research, advise and soon complete the Draft Model Working Regulations of the Party delegation and the provincial Party Executive Committee to submit to the Secretariat in the coming time.
