The 14th Central Conference will review draft documents of the 13th National Congress.
The meeting was held to discuss and give opinions on the final draft of documents, in preparation for submission to the 14th Central Conference, 12th Tenure for consideration, decision, and completion of the preparation of draft documents at the 13th National Party Congress.

Also attending the meeting were Politburo members: Prime Minister Nguyen Xuan Phuc, National Assembly Chairwoman Nguyen Thi Kim Ngan, Party Central Committee Secretaries, standing representatives of the Editorial Board of the Party's XIII Congress Sub-committees and leaders of relevant agencies.
From behind13th Central ConferenceUp to now, implementing the direction of the Politburo, the Subcommittees and relevant agencies have urgently and seriously studied and absorbed the opinions of the Central Committee, continued to complete the draft documents, sent them to the National Assembly, the Vietnam Fatherland Front, socio-political organizations for comments and announced them on the mass media on October 20, 2020 to seek widespread opinions from all people.
The Central Office has presided over and coordinated with the National Assembly Party Delegation, the Central Propaganda Department, the Central Mass Mobilization Department, and the Vietnam Fatherland Front to urgently and seriously synthesize comments from 67 Party Committees directly under the Central Committee, National Assembly deputies, the Vietnam Fatherland Front, socio-political organizations, cadres, party members, people of all walks of life, and our compatriots residing abroad on the draft documents to be submitted to the 13th National Party Congress.
Subcommittees, especially the Editorial Teams have spent a lot of time and effort researching and analyzing comments; organized many meetings and discussions, seriously absorbing as much reasonable comments as possible to continue perfecting the draft documents.
The Politburo and Secretariat welcomed and thanked veteran revolutionaries, National Assembly deputies, the Vietnam Fatherland Front, socio-political organizations, cadres, party members and people from all walks of life for contributing many valuable and dedicated opinions, demonstrating a high sense of responsibility to the Party, the people and the country.
The Subcommittees and relevant agencies have urgently completed and announced the draft to collect public opinions; seriously synthesized, analyzed, and absorbed appropriate and valid comments; built a Report on reception, explanation, and completed the draft documents to submit to the Politburo.
The majority of comments said that the Draft documents were prepared carefully, seriously, scientifically, cautiously, thoroughly, with innovation, ensuring high quality, reflecting objectively, comprehensively, and closely to the actual situation the results achieved, the limitations, shortcomings, weaknesses that still exist and the causes and lessons learned.
In addition, the documents also forecast the situation and development trends of the country and the world in the coming time, thereby correctly and accurately determining the main, quite specific goals, tasks and solutions to develop the country in general and the sectors and fields in particular.
Many opinions proposed to supplement and amend specific contents and wordings or to recommend deeper analysis of the achieved results, limitations, shortcomings and causes; to review, compare and unify some inconsistent points between documents in the assessment and assessment of the situation... The draft documents have been supplemented and amended with specific contents and words to clarify and ensure more accuracy, consistency and synchronization between the documents.
The Politburo and the Secretariat unanimously agreed that the draft documents submitted to this Congress have thoroughly grasped the principle of smoothly combining theory and practice, steadfastness and innovation, inheritance and development; on the basis of maximizing democracy, listening to the contributions of scientists, cadres, party members and people; selecting, refining and referring to dedicated and responsible proposals; crystallizing the intelligence and creativity of our entire Party, people and army.
The system of draft reports submitted to the 13th National Party Congress has had high consensus, demonstrating the intellectual height of our Party and our people.
The Politburo requested the Subcommittees to direct the Editorial Teams to urgently and seriously absorb the guidance of the Politburo and the Secretariat, promptly complete the draft documents and reports on acceptance and explanation in time to submit to the 14th Central Conference for consideration and decision, and complete the preparation of draft documents to be submitted to the 13th National Party Congress.
The system of draft reports submitted to the 13th National Party Congress includes: The Political Report is the central report; the thematic reports are: Report summarizing the implementation of the 10-year Socio-Economic Development Strategy 2011-2020, building the 10-year Socio-Economic Development Strategy 2021-2030, Report evaluating the results of implementing the 5-year Socio-Economic Development tasks 2016-2020 and the directions and tasks of Socio-Economic Development for the 5-year period 2021-2025 (collectively referred to as the Socio-Economic Report); Report summarizing the Party building work and implementing the Party Charter.
Concluding the meeting, General Secretary and President Nguyen Phu Trong affirmed that the Political Report is the central report and other reports must be consistent with the central report. The remaining time is very short, so the Editorial Teams and Subcommittees need to focus and urgently complete the draft documents, ensuring accurate content.
The General Secretary and President noted that the Editorial Teams must highly respect, listen to and seriously absorb the valid opinions of scientists, intellectuals and people from all walks of life, contributing to perfecting the draft documents; need to carefully consider carefully, accurately, and focus the highest attention on this work, considering it as the top political task.
Cadres, party members and people are very interested and contribute many enthusiastic, intelligent and responsible opinions, demonstrating true democracy.
The General Secretary and President sincerely thanked the contributions and emphasized that he "fully accepts the valid opinions". The report at the Congress, that is, the report on the documents submitted to the Congress, must synthesize all other reports, be accurate, brief, concise, and easy to understand.
According to General Secretary and President Nguyen Phu Trong, “Documents are epitaphs, remaining forever”, so the construction and completion of documents must reflect a common voice, clearly demonstrating the leadership role of the Party and the great national unity bloc.
