Central Conference 3: Discussing and deciding on very basic and important issues
As reported, the 3rd Conference of the 12th Party Central Committee opened this morning (July 4) in Hanoi.
According to the program, the Conference will discuss and decide on: Working regulations of the Central Executive Committee, Politburo, Secretariat; Working regulations of the Central Inspection Commission; Regulations on implementing the Party Charter; Regulations on inspection, supervision and Party discipline work; the introduction of senior leadership personnel of state agencies and a number of other important issues.

General Secretary Nguyen Phu Trong stated: The contents presented at this Central Conference are very basic and important issues. We request that the Central Committee take time to study, discuss, consider and decide at the end of the session.
Regarding the Working Regulations of the Central Executive Committee, the Politburo, the Secretariat and the Central Inspection Commission, according to General Secretary Nguyen Phu Trong, this is the concretization of the Party Charter, clearly defining the functions, tasks, responsibilities, powers, working regimes and working methods of the Party's leadership bodies, ensuring the correct implementation of the Party's principles of life and operation, especially the principle of democratic centralism.
On the basis of inheriting the Working Regulations of the 11th tenure and previous tenures, closely following the Resolution of the 12th Congress and the Party Charter, the Working Regulations of the Central Executive Committee, the Politburo, the Secretariat and the Central Inspection Commission of this tenure need to have specific, strict regulations, consistent with reality, ensuring better promotion of democracy in the activities of the Central Executive Committee, the Politburo, the Secretariat and the Central Inspection Commission, while maintaining discipline and order within the Party; upholding the collective leadership regime, enhancing individual responsibility, especially that of the leader; improving the Party's leadership capacity and effectiveness...
Informing that the Politburo's Report clearly stated the contents that the Central Committee needed to discuss, General Secretary Nguyen Phu Trong requested that the Central Committee focus on giving opinions and direct comments on the draft regulations, especially the contents that need to be supplemented and revised (responsibilities and powers of the Central Executive Committee, Politburo, Secretariat, Central Inspection Committee, General Secretary, President, Prime Minister, National Assembly Chairman, Standing member of the Secretariat, interim and final review regime, grassroots business trip regime, working methods and styles, working relationships...).
Regarding the regulations on the implementation of the Party Charter, regulations on inspection, supervision and discipline of the Party, General Secretary Nguyen Phu Trong emphasized that the 12th National Congress of the Party approved the Summary Report on the implementation of the 11th Party Charter; decided not to amend or supplement the current Party Charter. The Congress assigned the 12th Central Executive Committee to provide guidance, specific regulations and strengthen inspection and supervision to ensure strict and unified implementation of the Charter throughout the Party.
The Politburo has directed the Central Organizing Committee, the Central Inspection Committee and relevant agencies to coordinate in preparing submissions and draft regulations. The content of the submission and draft regulations closely follows the Summary Report on the implementation of the Party Charter, 11th tenure, on the basis of regulations 45 and 46 dated November 1, 2011 of the Central Executive Committee, 11th tenure, to propose contents that need guidance and regulations in accordance with the practical implementation of the Party Charter.

General Secretary Nguyen Phu Trong requested that Central Committee members carefully study and give their opinions and direct suggestions on the draft regulations on the contents that have encountered difficulties and shortcomings in practical implementation. These include regulations on the subjects and contents of inspections; on the authority to enforce discipline of Party cells; regulations on the establishment of Party committees and Party cells for regular meetings; regulations on the probationary period of Party members to calculate Party age; the lack of specific decentralization in considering and resolving complaints and denunciations and the regulation that Party members have the right to appeal to the Central Executive Committee; regulations on the conditions for appointing Party members outside the Party Committee to participate in Party committees; regulations on the functions and tasks of Party committees of departments; forms of rewards within the Party; inspection and supervision work of Party organizations, tasks of Inspection Committees at all levels; disciplinary enforcement and disciplinary voting, and complaints about Party discipline...
Regarding the introduction of senior leadership personnel of State agencies for the 2016-2021 term, General Secretary Nguyen Phu Trong affirmed that this is a very important task. At the 2nd Central Conference of the 12th tenure (March 2016), the Central Executive Committee reached a high consensus on the need to quickly complete the leadership positions of State agencies immediately after the Congress to meet the requirements of implementing the Resolution of the 12th Party Congress. The Central Executive Committee considered and voted to introduce personnel to complete the positions of President, Prime Minister, Chairman of the National Assembly and gave opinions on the introduction of personnel to hold 34 other leadership positions of State agencies. At the 11th Session of the 13th National Assembly (March 2016), the National Assembly elected the President, Prime Minister, Chairman of the National Assembly and elected or approved 34 other leadership positions of State agencies.
Up to now, after the election of the 14th National Assembly (2016 - 2021), the Central Executive Committee is responsible for continuing to prepare and introduce personnel for the new National Assembly to elect or approve according to the provisions of law.
At this Conference, the Politburo proposed that the Central Executive Committee consider and introduce personnel in the following direction: For the positions of President, Prime Minister, Chairman of the National Assembly and 34 other leadership positions of state agencies that were voted on or approved by the 2nd Central Conference of the 12th tenure (March 2016) with a high number of votes of confidence (at least over 72%), the Central Executive Committee will not vote to introduce or seek opinions again. For the remaining 13 positions that have not been voted on at the 2nd Central Conference and positions that are expected to change compared to the previous time, the Politburo will ask for the Central Committee's opinion by vote before officially introducing them for the National Assembly to consider, vote or approve at the 1st Session of the 14th tenure National Assembly.
