The Central Committee assessed that the country's socio-economic activities are on the path to recovery after the Covid-19 pandemic was basically controlled, and the socio-economic situation in the past 9 months has achieved positive figures. Officials, party members and people highly appreciated the country's GDP growth in the past 9 months, reaching 8.83%. This result was achieved thanks to the close and timely leadership of the Party and State leaders, the effective support and supervision of the National Assembly as well as the drastic and methodical direction and administration of the Government and the Prime Minister.
Through the assessment of the socio-economic situation and the State budget in 2022, the Central Government has proposed directions and tasks for effective socio-economic development in 2023.
Another important content is that the Central Committee has spent a lot of time researching, discussing, and creating high consensus on the necessity to promulgate and well implement the National Master Plan for the period 2021 - 2030 and vision to 2050. This is a very important political task with strategic, fundamental, and long-term significance, but it is also a very large, very new, very difficult, very sensitive, and unprecedented issue.
“Current planning in some localities still has many limitations and weaknesses, so national master planning is one of the very important tasks, of strategic significance. National planning and regional planning must come first, then local planning. In reality, local planning comes first, then the central government does it, so it is often not consistent and not synchronous. Therefore, this is a very important, very difficult and sensitive task,” said Mr. Nguyen Quoc Dung.
Emphasizing that continuing to innovate the Party's leadership methods for the activities of the political system is one of the important contents discussed by the Central Committee at this conference, the Director of the Regional Political Academy II said that it is necessary to synchronously implement all 5 leadership methods of the Party. In particular, it is necessary to innovate and improve the effectiveness of organizational and personnel work; promote the role and responsibility of setting examples for cadres and Party members.
According to him, practice has proven that in any organization, agency or unit where the leader sets an example in political courage, practices democracy, performs duties, and resolutely fights against corruption and negativity, that place will develop. Cadres and party members who promote their role and responsibility in setting an example will contribute to restraining and preventing the degradation of ideology, politics, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the organization. And it is also setting an example that will make cadres and party members constantly study, cultivate, practice, dare to think, dare to do, dare to break through, be creative, and face difficulties and challenges for the common good.
Rely on the people to build the Party
Agreeing with the Central Committee's issuance of a Resolution on continuing to innovate the Party's leadership methods in the new situation, Mr. Lu Van Que - Member of the Presidium of the Central Committee of the Vietnam Fatherland Front said that it is necessary to have a mechanism to promote the role of the people in participating in building a clean and strong Party and political system in the new situation.

According to him, the Party's screening of its staff and self-rectification is a decisive task. However, the Party needs to have specific regulations on being supervised by the people and relying on the people to build the Party. To prevent and combat corruption and waste, it is necessary to mobilize the people to participate; at the same time, it is necessary to control the power of cadres, fight against power degeneration, and degradation in ideology, politics, morality, and lifestyle.
He believes that in order for all policies of the Party and laws of the State to come into effect, it is necessary to create consensus among the people. However, reality shows that in some places, there is no common voice between the people and the government, and it has even become a hot spot.
“Where there is discord and lack of unity between the Party and the people, there is a very important method that practice has left many valuable lessons, which is that cadres and those who carry out their duties directly dialogue with the people in a way that is reasonable. Do not impose, do not bestow favors, do not do things for others, and do not let bad people take advantage of it to sabotage. Wherever dialogue with the people is done well, all work will be favorable. In addition, it is also necessary to expand the forms of practicing direct democracy, strongly promoting the people's right to mastery,” said Mr. Lu Van Que.
Recalling the disciplinary action against many officials who have violated the law in the past, a member of the Presidium of the Central Committee of the Vietnam Fatherland Front said that this affirms that the Party has been consistent between words and actions, demonstrating the strictness of Party discipline, to educate, prevent, warn, and deter other cases. And this is also a valuable lesson for each official to learn from, thereby setting an even greater example in cultivating and training revolutionary qualities and ethics.
“The Party must be stronger and more determined to clean up its ranks. Officials who are assigned positions of power must serve the people and the country, not use their power to commit corruption, be arrogant with the people, and be distant from the people. That not only affects the people's trust in the Party but also threatens the survival of the regime,” said Mr. Lu Van Que./.
