The sixth conference of the 12th Central Executive Committee has just opened. Many important issues were put on the agenda at this conference. And the content that people across the country are interested in and have high expectations for will be resolved well to create positive changes, creating more momentum to accelerate the country's socio-economic development. That is the issue of continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently.

Concerns about this issue come from many different aspects and levels. In terms of society, this is an issue that has been mentioned for a long time. The Party and the State have also issued many policies, directives, resolutions and strategies to address it, but have not yet achieved the desired results.
Up to now, the organization of the political system is still cumbersome, multi-layered, ineffective, inefficient, causing difficulties and obstacles in the development process of the country in general and of each family in particular, making people dissatisfied. And the saying "too many teachers make bad decisions" that many people say partly reflects the people's attitude towards this situation. That problem, not only has not been limited but also tends to develop, causing the apparatus and staff to swell. The frustrations about this problem, accordingly, swell in society.
Affecting the trust in the leadership of the Party and the management of the State. In terms of economy, the cumbersome apparatus entails a large payroll, many people receive salaries from the budget. This causes regular expenditures to increase, estimated to account for nearly 70% of the budget, there are no more resources for investment and development, so we have to borrow a lot from outside. This is a problem that causes great frustration and anxiety in society. Because if not resolved soon, it will lead the country to a dangerous situation. And the risk of "bankruptcy" has been warned by many scholars, scientists, and economic experts in many different forums.
Therefore, when the 6th Central Conference brought this issue up for discussion to reach major decisions, it was in response to the expectations of the people of the whole country. The great expectation is that after this conference, this issue, which has caused long-term resentment in society and slowed down the country's progress, will have strong enough solutions to gradually overcome, resolve and build a streamlined and highly efficient apparatus as set out in the goal of being streamlined.
Of course, this is not easy, as General Secretary Nguyen Phu Trong said: this is a very big, very important issue but also very difficult, very complicated and sensitive, because it is related to basic theoretical issues about the Party's leadership method, the State's management role and the people's mastery; about the innovation of the political system in sync with economic innovation; about the relationship between the State, the market and society; related to the interests, thoughts and feelings of cadres, civil servants, public employees and workers... Because to be streamlined, we must reduce the number of focal points and reduce the number of personnel. To be effective, we must eliminate incompetent people and select talented and virtuous people.

Removing someone, keeping someone, dissolving or merging an agency is a very difficult and complicated task. It is difficult, but if you are determined, you can still do it well. Despite the difficulties, complications, and many obstacles such as anti-corruption, with great determination, over the past time, the Party has led the implementation and achieved many specific and important results that have delighted the people of the whole country.
There is no reason why this cannot be done. Moreover, more than a year before this conference took place, the Central Organizing Committee had developed a project and directed localities to pilot the reduction of focal points to reduce staff. Localities, departments, ministries and branches actively implemented it and the model of "three in one" agencies and cadres, in some places "five in one", was born and the apparatus still operated normally.
So, the political determination is there, the practical basis is there, just waiting for the "command" from the conference resolution. If this issue is resolved well, it will create the premise to resolve the remaining issues raised at this conference such as the shortcomings and limitations in socio-economic development in the past; Strengthening the work of protecting, caring for, improving people's health and population work in the new situation; innovating the organization and management system, improving the quality and efficiency of public service units...
Because only a streamlined apparatus that operates with high efficiency and effectiveness can be capable of solving those problems well. Therefore, innovation and reorganization of the political system to make it streamlined and operate effectively and efficiently is both an important task and an inevitable trend in the current situation.
