Building a team of cadres at all levels is a major content that is being focused on at this 7th Central Conference.

In his opening speech at the Conference on this content, General Secretary Nguyen Phu Trong emphasized that cadres and cadre work are particularly important issues in Party building and political system building, and have a decisive significance for the success or failure of the revolution.

Up to now, especially in recent terms, our Party has always paid attention to building a contingent of cadres to meet the requirements and tasks of each revolutionary period; has made many very correct decisions on cadres and cadre work; persistently and resolutely led and directed the implementation of policies and measures, achieving important results.

Thanks to that, the staff at all levels has grown and developed in many aspects, with increasingly improved quality; the structure of age, gender, ethnicity, profession, and field of work has become more balanced and reasonable.

In general, the staff has a firm ideological stance, is steadfast in the goals and ideals of national independence and socialism, has morality, a simple and exemplary lifestyle, has a sense of organization and discipline, and always trains, strives, and completes assigned tasks.

The majority of leaders and managers at all levels have qualifications, capacity, qualities and prestige; strategic-level officials have political courage, are steadfast in Marxism-Leninism and Ho Chi Minh thought, have innovative thinking, and are capable of planning policies and leading and directing implementation.

Recently, the timely and strict handling of a number of violating organizations and individuals has contributed to alerting, warning, deterring, preventing negativity, cleaning up the cadre team, and gradually strengthening the trust of cadres, party members and people in the Party and State.

However, according to General Secretary Nguyen Phu Trong, the cadre team and cadre work still reveal many limitations and weaknesses. The cadre team in the political system is large but not strong, and the situation of both surplus and shortage of cadres occurs in many places.

In addition, the structure between sectors, occupations and fields is not really reasonable, there is a lack of connection between levels and sectors; there is a lack of good leaders, managers, scientists and leading experts. Some leaders and managers, including strategic-level officials, have low prestige, capacity and qualities not equal to their tasks; they lack exemplary behavior, are not really closely connected with the people; they are involved in corruption, waste, negativity and group interests.

Many cadres and business managers lack the will to cultivate and train themselves, even taking advantage of loopholes, intentionally violating the law, profiting, causing loss of capital and state assets, causing serious consequences. The situation of running for positions, power, age, planning, rotation, degrees, crimes, etc. is slowly being prevented and pushed back.

General Secretary Nguyen Phu Trong stated that it can be affirmed that the maturity and development of the cadre team and the advantages in cadre work are the key factors that determine the great achievements of historical significance in the cause of national renewal. However, the weaknesses and shortcomings of a number of cadres and the limitations and shortcomings in cadre work are also among the reasons why the country's development is not commensurate with its potential and strengths and has weakened the people's trust in our Party and State.

Currently, the country is facing new requirements and tasks with new opportunities, advantages, difficulties and challenges intertwined. The cause of innovation, international integration, rapid and sustainable national development is moving to a new, higher stage, increasingly going into depth, more difficult and complicated than before.

The domestic and international situation and context have changed a lot, are evolving rapidly, complicatedly and unpredictably under the impact of the market economy, international integration, the 4th industrial revolution and many other political-economic-social factors and trends.

The sabotage of hostile and reactionary forces is increasingly sophisticated and dangerous in the context of the explosive development of the global information and communication system and cyber warfare. Therefore, the Resolution of the 12th Party Congress requires: We must focus on building a contingent of cadres, especially strategic-level cadres with sufficient qualities, capacity and prestige, equal to the task in accordance with the spirit of "what period, what movement, that cadre".

General Secretary Nguyen Phu Trong said that, implementing the working program of the Central Executive Committee, since May 2016, the Secretariat has established a Steering Committee to develop a Project to carry out the tasks set out by the 12th Congress, to summarize 20 years (1997 - 2017) of implementing the Resolution of the 8th Central Committee, Session 3, on "Cadre Strategy in the period of promoting industrialization and modernization of the country", on that basis, to develop a Project and Draft Resolution to submit to this Central Conference.

The Project and Draft Resolution have been developed, edited and revised many times, listening to the opinions of the committees, ministries, branches and provincial and municipal Party Committees directly under the Central Government; consulting the opinions of many comrades who are former Party and State leaders, veteran cadres, dignitaries, intellectuals and scientists.

General Secretary Nguyen Phu Trong requested that Central Committee members and conference attendees carefully study the draft documents and, based on the rich realities of localities and units, discuss and objectively and scientifically evaluate the results and achievements that have been achieved, deeply analyze the remaining limitations and weaknesses and point out the causes, especially subjective causes.

Answer the question of why in the past 20 years, especially in recent years, although our Party has had many policies and guidelines on personnel work that have been agreed and supported by cadres, party members and the people, there are still many shortcomings and low efficiency in implementation? What are the causes, at which stage, at which level? At the same time, analyze and forecast the domestic and international situation in the coming time; clearly identify new requirements, tasks, new contexts, especially factors that have both positive and negative impacts on cadres and personnel work.

From there, we will discuss in depth, clarify, and create high consensus on viewpoints, guiding thoughts, immediate and long-term goals, and major tasks and solutions with high feasibility to promptly and thoroughly overcome the aforementioned limitations, do better in personnel work, and build a team of cadres at all levels, especially at the strategic level, with sufficient qualities, capacity, and prestige, equal to the task.
