Central Conference 8: Resolutely fight against ambition for power, abuse of power, and group interests

The Draft Regulation on exemplary responsibility of cadres and party members, first of all members of the Politburo, members of the Secretariat, and members of the Party Central Committee, which the Politburo submitted to the 8th Central Conference, includes 4 articles.
In there,Article 1Regulate the responsibility of setting an example for cadres and party members, especially members of the Politburo, Secretariat, and Central Party Committee, and emphasize that the higher the position of a cadre, the more exemplary he or she must be.
Article 1 states: All cadres and party members, first of all members of the Politburo, members of the Secretariat, and members of the Central Executive Committee, must be exemplary in implementing the Party's Platform, Charter, resolutions, directives, regulations, and policies and laws of the State; seriously implement Regulation No. 47-QD/TW, dated November 1, 2011 of the Central Executive Committee on "Things that party members must not do", Regulation No. 101-QD/TW, dated June 7, 2012 of the Secretariat on "Responsibility to set an example of cadres and party members, especially key leaders at all levels", Regulation No. 55-QD/TW, dated December 19, 2016 of the Politburo on "Some immediate tasks to strengthen the exemplary role of cadres and party members". The higher the position of cadres, the more exemplary they must be.
Article 2,consisting of 10 points, requiring each member of the Politburo, Secretariat and Central Party Committee to be exemplary in political qualities, fighting spirit; ethics, lifestyle, working style; responsibility in performing tasks; the central role of solidarity, the core of leadership in the political system.
Specifically, Article 2 stipulates that the above-mentioned cadres must be absolutely loyal to and resolutely protect Marxism-Leninism, Ho Chi Minh's thought, the goal of national independence and socialism with the Party's new guidelines; always put the interests of the nation and people as paramount; not be afraid of difficulties and hardships; practice a scientific, democratic leadership style, respect the law; constantly innovate thinking, dare to think, dare to do; be truly democratic, fair, objective; be exemplary in ethics and lifestyle...
A new point raised in Article 2 is that in Point 10, the above-mentioned officials are required to proactively resign when they do not have the qualifications or prestige, or when the locality, agency or unit they are in charge of fails to complete its political tasks, or when there is prolonged disunity, or when direct subordinates are corrupt, wasteful, negative, intentionally violate the law, causing serious consequences, and must be dealt with by law.
InArticle 3, consisting of 9 articles, stipulates that each member of the Politburo, member of the Secretariat, member of the Party Central Committee must be strict with themselves and resolutely fight against negative manifestations in leadership, direction, management, and operation; personnel work; policy corruption; ambition for power, abuse of power, and abuse of power; "group interests"; corruption, bribery; seeking positions and power; allowing relatives and loved ones to take advantage of their positions and powers for personal gain... which is causing outrage in public opinion.
In particular, Clause 1 of this article clearly states that one of the things that must be strict with oneself and resolutely combat is individualism, achievement-oriented thinking, “term thinking,” meritorious deeds, arrogance, self-importance, fame-seeking, showing off, “polishing” one’s name; empty promises, words that do not match actions; speaking in one conference, speaking outside another conference.
Clause 9 of this article clearly states that one of the things that must be resolutely fought against is: taking advantage of reputation, borrowing other people's names to speak, write, post false news, articles, create public opinion, influence to promote oneself, embellish achievements or defame, lower the reputation of other groups or individuals.
