The 9th Central Conference on planning and taking votes of confidence for senior officials

This conference will last for 3 days and will take a vote of confidence for members of the Politburo and Secretariat.

According to the scheduled program, the 9th Central Executive Committee Conference, 12th term will open this morning and meet until December 27.

During the three working days, the Central Committee will review the proposal for the Central Executive Committee's Planning for the 2021-2026 term; take a vote of confidence on Politburo and Secretariat members, and other important content.

On the planning of the new Central Executive Committee, this work was carried out earlier with four steps from the grassroots according to the Politburo's plan.

The first step is for the collective leadership (at the local level, the Standing Committee; at the ministries and branches, the Party Delegation and Party Executive Committee) to review and evaluate each case that meets the conditions and standards according to the instructions and approve the expected list of people to be recommended for planning.

In the next steps, the key staff conference, the leadership group and the extension will take turns giving opinions and voting by secret ballot... to finalize the list.

Mr. Nguyen Thanh Binh - Deputy Head of the Central Organizing Committee said that one of the new points of this process compared to the previous one is to clearly define the authority and direct responsibility of Party committees, Party organizations and leaders at all levels in reviewing, discovering and introducing personnel of their localities, agencies and units into strategic planning.

The three planned age groups are under 55, under 50 and under 45. In which, for those under 55, the people considered for inclusion in the planning are secretaries, deputy secretaries of provinces, cities, deputy ministers and equivalent... As for personnel under 50 years old, their current positions may be lower than the above group, specifically such as district party committee secretaries, department and industry directors and equivalent, standing members of the People's Council, standing members of the People's Committee...

The group under 45 years old is not required to hold the current position like the two groups above, but must also be in the category of being introduced and planned for positions managed by the Politburo and the Secretariat (deputy provincial party secretary, deputy minister and equivalent). This is the category of cadres who create a source for the next terms, and can participate as alternate personnel of the Central Committee.

After the above 4-step process, the most important step will be carried out at the Central level with a 5-step process. First, the working group of the Steering Committee for building a strategic-level personnel plan for the 2021-2026 term will synthesize the personnel recommendations of localities, ministries, and branches; analyze whether the candidates are the right ones or not, and whether the standards and criteria are met.

On that basis, the Steering Committee will conduct steps to assess and examine the health of the recommended personnel according to the regulations of the Central Health Care Protection Board; and seek opinions on internal political protection work and issues related to Party inspection work.

After synthesizing, the second step is to report to the Politburo for consideration before submitting to the Central Committee. At the Central Committee meeting, delegates will study the submission and related documents and introduce them by ballot. This is a ballot of introduction, not an election ballot, and the percentage is calculated based on the total number of people present. Both official and alternate Central Committee members have the right to introduce.

Based on this introduction, the Steering Committee continues to synthesize and report to the Politburo for approval. After this step, the officially introduced personnel are considered to be in the planning for the first time in the Central Executive Committee.

About the vote of confidence,According to regulations, this is carried out periodically in the third year (the middle year of the term of party congresses at all levels).

The ballot will clearly state the full name and position of the person whose vote of confidence is taken, along with boxes corresponding to the levels: "high credibility", "trust", "low credit".

The two groups of contents for the vote of confidence are political qualities, ethics, lifestyle and practical capacity.

The Central Organizing Committee will prepare a vote of confidence; the vote will include a list of Politburo members and Secretariat members; criteria for gaining confidence and a stamp of the Central Executive Committee; and proposed personnel for the Ballot Counting Committee.

The vote of confidence is chaired by the Politburo. After the Central Committee members record and vote, the Vote Counting Committee will work and report the results to the Central Executive Committee.

Previously, from December 3 to 6, at the 32nd session of the Central Inspection Committee, this agency considered disciplining Mr. Tat Thanh Cang, member of the Party Central Committee, Standing Deputy Secretary of the Ho Chi Minh City Party Committee, for violations and shortcomings concluded at the 31st session of the inspection agency.

Considering the content, nature, level, and consequences of the violation; based on the Party's regulations on disciplinary action against violating Party members, the Central Inspection Commission proposes that the Politburo and the Central Executive Committee consider and take disciplinary action according to their authority against Mr. Tat Thanh Cang.
