8th Central Conference: Proposing solutions to successfully implement socio-economic goals
Continuing to discuss the socio-economic situation, delegates attending the 8th Central Conference proposed solutions to successfully implement the socio-economic development goals and tasks in 2018.

On October 3, continuing the working program of the 8th Central Conference (12th tenure), the contents on improving the quality of human resources; preventing and combating crimes; perfecting the legal system... were of interest to the delegates, who gave their opinions in the discussion session at the Hall on the Report on the socio-economic situation and state budget in 2018, the socio-economic development plan and state budget estimate in 2019.
Prime Minister Nguyen Xuan Phuc chaired the discussion session.
Improving the quality of human resources in the integration process
Expressing his agreement with the report of the Government Party Committee, Chairman of the National Assembly's Economic Committee Nguyen Hong Thanh commented that thanks to the close direction of the Central Government, the Government's drastic direction and management, the National Assembly's supervision, and the participation of the entire political system, the business community, and the people, the specific goals have basically been achieved.
According to the Chairman of the Economic Committee, it is important that the Central Government has issued solutions to both stabilize the macro-economy, promote growth and have enough room to implement social security policies, ensure people's lives, stabilize order and safety, and create trust in society and people.
However, Chairman of the Economic Committee Nguyen Hong Thanh also expressed concern about the increase in labor productivity in 2018, which although increased, still decreased compared to 2017.
The Chairman of the Economic Committee analyzed that the increase in labor productivity is due to the shift in economic structure from the agricultural sector with low labor productivity to the industrial service sector with high labor productivity, still in breadth, not in depth, still relying on the shift from agriculture to services. Within the economic sector, labor productivity has not been improved, the increase is due to capital intensity, not changes in technology; the labor productivity factor is still limited; the competitiveness of the economy is slow to change.
In the context of an unsynchronized labor market and a lack of highly skilled workers, this is a significant challenge in the integration process - the Chairman of the Economic Committee stated.
Improving the quality of human resources in the current period is also a concern of Quang Tri Provincial Party Secretary Nguyen Van Hung when he proposed that the Government restart the strategy for developing Vietnamese culture and people.
Mr. Nguyen Van Hung said that Resolution No. 33-NQ/TW of the 9th Conference of the Party Central Committee (11th tenure) on building and developing Vietnamese culture and people to meet the requirements of sustainable national development, clearly stated the characteristics of Vietnamese people. However, the strategies, plans and roadmaps put forward are not clear about this content.
"If we implement this content, we need to return to the theoretical issue, which is: spiritual culture is the driving force of development and will make development sustainable. Looking at countries broadly, it shows that a developed country must rely on its roots which are culture. If we can do this, it will sow aspirations, create trust, and strengthen morality. From there, it will have a reverse effect, not only stabilizing society, but also contributing to sustainable economic development" - Quang Tri Provincial Party Secretary Nguyen Van Hung analyzed.
Strive to reduce supply, reduce demand, and reduce drug crime
Referring to the fight against crime, Acting President Dang Thi Ngoc Thinh stated that in 2018, the crime situation became complicated, with many new crimes appearing, including high-tech crimes.
On the basis of appreciating the police force and functional sectors for their efforts to reduce many types of crimes, however, corruption crimes are still increasing - Acting President Dang Thi Ngoc Thinh emphasized.

Acting President Dang Thi Ngoc Thinh suggested that when there are signs of corruption such as profiteering or profiteering, it must be handled strictly, fairly and objectively. On the other hand, when it comes to economic crimes but due to unclear or incomplete mechanisms or due to impatience but without personal gain, it must be considered and the mentality of being afraid to do something or not daring to do something must be avoided.
Regarding drug crimes, Acting President Dang Thi Ngoc Thinh stated that this is a crime worth paying attention to. Drug-related developments are complicated in terms of tricks and methods, with new types of drugs, production, transportation, trading... increasingly expanding, and drug users becoming younger and younger...
Along with the proposal to focus on preventing and combating drug-related crimes, Acting President Dang Thi Ngoc Thinh raised the need to pay attention to handling the deep, core issue of caring for and improving people's lives.
Based on the upcoming proposal to be more determined and proactive in the fight against drug crimes with the goal of fighting thoroughly and continuously, Acting President Dang Thi Ngoc Thinh proposed that in 2019 and throughout this term, we need to be determined to achieve three goals: reducing supply, reducing demand and reducing drug crimes.
Building a legal corridor for administrative procedure reform
During the discussion session, many opinions suggested continuing to improve laws and regulations to solve three major problems: land, investment procedures and disbursement procedures. Nghe An Provincial Party Secretary Nguyen Dac Vinh said that over the past time, administrative procedures for people have been greatly improved. However, the procedures for resolving projects for businesses are still difficult; therefore, it is necessary to continue reforming administrative procedures to avoid overlap.

Agreeing with the groups of tasks and solutions, especially the viewpoint of persistently stabilizing the macro economy and curbing inflation stated in the report of the Government Party Committee, comrade Le Dinh Son suggested that the Central agencies should soon issue a number of Decrees to institutionalize the Party's Resolution and the Politburo's Conclusion.
The Secretary of the Ha Tinh Provincial Party Committee pointed out that although many laws have been amended, there are still some overlapping laws and a lack of Decrees to institutionalize them, typically removing difficulties in land accumulation. Mr. Le Dinh Son said that in order to have a high economic growth rate, it is necessary to research and build a legal corridor to ensure efficiency, because without a legal corridor, the implementation process will encounter many difficulties.
Citing the practice from the grassroots, Ha Tinh Provincial Party Secretary Le Dinh Son said that the province is actively implementing Resolution 6 of the 12th Central Committee on streamlining the payroll. This is a content that has been implemented by many provinces but is still entangled with legal documents.
"Reducing the apparatus, improving the quality of the team, reducing costs, and increasing investment in development are things that must be done. In order to achieve high and sustainable growth rates, localities need to focus on leadership and direction to effectively implement Resolutions of the 4th, 6th, and 7th Central Committees to concentrate efforts on development, save administrative expenses, and build a cleaner and more economical apparatus..." - Mr. Le Dinh Son suggested.
At the discussion session, there were 14 opinions expressed focusing on analyzing and forecasting the situation, on that basis determining the main goals, targets, tasks, policies and measures with breakthrough and high feasibility, ensuring the successful completion of the goals and tasks of 2019 and the following years as well as the entire 12th term./.
