To overcome the shortcomings and limitations in organizing democratic conferences in previous years, this school year,Provincial Federation of Laborand the Department of Education and Training have issued a joint document guiding the organization of the Conference of civil servants and employees for the 2021-2022 school year.

Accordingly, in the spirit of continuing to implement the sample dossier set of the 2020-2021 school year, this year's conference of civil servants and employees has some new points such as: Not integrating the organization of the Democratic Conference with other conferences; Ensuring the conference is held and collecting comments, suggestions and proposals from professional groups, comments on draft reports of agencies and units, comments on draft amendments to internal rules and regulations; Grasping the conference schedule of the educational institution, ensuring the submission of documents in advance, and reviewing conference documents before organizing the conference.

This unity not only facilitates the organization of democratic conferences in units but also ensures democracy, publicity, solidarity, and guarantees the rights and interests of civil servants and workers.

Faced with the complicated developments of the epidemic, the Provincial Federation of Labor has directed units to choose flexible forms of organizing conferences for civil servants and employees according to the Covid-19 epidemic situation in the area. Accordingly, if the locality is not affected by the Covid-19 epidemic or follows the Government's Directive 19, the organization of the Conference will take place normally; If the locality follows the Government's Directive 15, the democratic conference must ensure the implementation of "5K" with the number of participants not exceeding 20 people, including the head, union president, representatives of organizations, and professional groups in the school; If the locality follows Directive 16 and higher than the Government's Directive 16, the Conference can be organized online.

The pandemic context has caused many recommendations and proposals related to the Covid-19 epidemic at conferences of civil servants and employees in the 2021-2022 school year at schools. Typically, the contents are such as ensuring facilities for online teaching, managing teachers and students to ensure safety during the epidemic, and thesupport mode, improve the lives of workers affected by the Covid-19 pandemic, new salary regimes... This school year, units have also launched and signed emulation commitments associated with the movement "Workers, civil servants, and laborers strive, overcome difficulties, be creative, and determined to defeat the Covid-19 pandemic".

At the conference of civil servants and employees for the 2021-2022 school year of schools, district, city and town union officials were assigned to attend and evaluate the quality of the past school year and directly answer questions from employees, orienting activities for the school union in the coming school year. This is also a valuable opportunity for the union to get closer to employees, encourage and share the difficulties ofteaching staffduring the epidemic.

The 2021-2022 school year staff and employee conferences at schools will be completed before October 15, 2021, with the participation of education department officials and labor unions at the grassroots level. As of September 30, 767 out of 1,513 units have held conferences.
