Workshop on comments on the draft Law on Forces Participating in Protecting Security and Order and the Law on Road Traffic Order and Safety
(Baonghean.vn) - On the afternoon of March 9, Nghe An Provincial Police organized a workshop to provide scientific and practical arguments for the development of the Law on Forces Participating in Protecting Security and Order at the Grassroots Level and the Law on Road Traffic Order and Safety.
Major General Pham The Tung - Member of the Provincial Party Standing Committee, Director of the Provincial Police Department chaired the workshop. Attending the workshop, on behalf of the Ministry of Public Security were Major General, Dr. Vu Ngoc Hung - Deputy Director of Department V03; Colonel Do Thanh Binh - Deputy Director of Department C08. On behalf of Nghe An province, there were comrade Thai Thi An Chung - Deputy Head of the Provincial National Assembly Delegation; representatives of departments, branches, and localities in the area.

At the workshop, delegates focused on discussing and clarifying the key contents of the two draft laws. Regarding the draft Law on Forces Participating in Protecting Security and Order at the Grassroots Level, the comments pointed out the position, role and importance of the forces participating in protecting security and order at the grassroots level; analyzed and evaluated the practical work of ensuring security and order in the locality of the forces participating in protecting security and order at the grassroots level today;...
Accordingly, all opinions agree that the force ensuring security and order at the grassroots level is the extremely important link between the police force and the masses, and is the extended arm of the People's Police force. From there, they agree on the need to soon promulgate the Law on Forces Participating in Protecting Security and Order at the Grassroots Level.

Regarding the Law on Order project,traffic safetyRoad, opinions say that traffic safety, traffic infrastructure and road transport are very large fields, with different regulatory objects, but are regulated in the same law, leading to the inability to fully and clearly regulate many important contents in each field, and many sub-law documents must be issued to guide implementation.
Therefore, it is necessary to develop and promulgate specialized laws to regulate each field, including promulgating the Law on Road Traffic Order and Safety to build habits, self-awareness and form a modern traffic culture.

Along with that, regarding the necessity of promulgating the Law on Road Traffic Order and Safety, many opinions agree to transfer the management, training, and testing of driving licenses to the Ministry of Public Security. Agreeing with the draft law, it stipulates that driving licenses have 11 classes, instead of 13 classes stipulated in the 2008 Law on Road Traffic...

Concluding the workshop, Major General Pham The Tung - Member of the Provincial Party Committee Standing Committee, Director of the Provincial Police Department thanked the delegates for their dedicated and responsible comments. At the same time, he emphasized that building a strong and effective grassroots security force is to implement the Party and State's Resolution on building and consolidating people's security and a solid people's security posture.
Therefore, it is necessary to promulgate the Law on Forces participating in protecting security and order at the grassroots level to respond to the current conditions and actual situation of security and order protection work in the locality.

The current Road Traffic Law 2008 regulates two different areas at the same time, including: Traffic safety; traffic infrastructure and road transport. These are two large areas with different objectives, but are regulated in the same law, leading to incomplete and unclear regulations, and many important contents requiring the issuance of many sub-law documents. Through reference, no country has issued a Road Traffic Law that includes the fields of traffic safety, infrastructure and road transport... Therefore, the issuance of the Law on Road Traffic Order and Safety is necessary, an inevitable, objective and urgent requirement of practice, in accordance with the law of development.
Accordingly, Major General Pham The Tung stated that, on the basis of fully absorbing and carefully studying the opinions of the delegates at the Workshop, he will synthesize the report and advise the leaders of the Ministry of Public Security to direct the completion of the draft Law on Forces Participating in Protecting Security and Order at the Grassroots Level and the draft Law on Road Traffic Order and Safety to submit to the National Assembly at the next session.
