Workshop on Developing a Basic Construction Unit Price List

(Baonghean.vn)The workshop took place on the morning of November 18th, chaired by Mr. Huynh Thanh Dien, Vice Chairman of the Provincial People's Committee and Chairman of the Provincial Construction Unit Price List Editorial Board; and Mr. Huynh Thanh Canh, Deputy Director of the Department of Construction and Vice Chairman of the Editorial Board. Attendees included representatives from relevant departments and associations; the People's Committees of districts and cities; and several construction enterprises in the province.

Currently, in Nghe An province, the unit prices for construction work are published in several decisions issued a long time ago. Many contents of the above-mentioned norms have been adjusted, supplemented, and replaced by the Ministry of Construction to suit the actual construction and the increasingly developed construction technology. On the other hand, the labor costs in the previous construction work unit prices were calculated according to the old wage scale, which was abolished on May 14, 2013. On March 25, 2015, the Ministry of Construction issued a circular guiding the determination of labor unit prices in the management of construction investment costs. The current provincial construction work unit prices are no longer suitable when preparing cost estimates; instead, they must be based on the guidance of the Department of Construction. At the same time, many new types of construction materials, machinery, and equipment have emerged in practice.

In response to this situation, on April 6, 2015, Nghe An province decided to establish a council to compile the Construction Unit Price List. A workshop was held to gather broad feedback from businesses, after which the consulting unit, ETA Information Technology Joint Stock Company, and the compilation council would finalize the list for submission to the Provincial People's Committee for approval.

At the workshop, delegates heard presentations on circulars and decisions of the Ministry of Construction guiding the determination of labor unit prices in construction investment cost management; and the announcement of norms for determining the costs of construction machinery and equipment.

Representatives of construction companies raised concerns about some aspects of the Construction Cost Estimate Book.

The consulting unit also introduced some contents of this set of construction unit prices, including: Unit prices for construction works, construction, surveying, and repair; Unit prices for basic construction in the specialized field of power transmission line construction and substation installation; and the price list for machinery and equipment used in construction. They also answered delegates' questions and concerns regarding basic construction unit prices in current practice.

Mr. Tran Van Hoan, representing the consulting unit, EAT Information Technology Joint Stock Company, answered questions from delegates.

After listening to the delegates' comments on some contents of the Construction Unit Price List, the Vice Chairman of the Provincial People's Committee requested the consulting unit and the members of the Drafting Council to incorporate and finalize the contents of the Construction Unit Price List, ensuring compliance with state regulations and guaranteeing the costs for construction contractors.

Some unit prices for specialized projects require further research by council members to develop a suitable price list. Any proposed revisions will be made immediately before issuance; The Department of Construction is tasked with this task.Complete the necessary procedures to submit the price list to the Provincial People's Committee for early issuance.
