Workshop on Building Basic Construction Unit Price List

(Baonghean.vn)-The workshop took place on the morning of November 18, chaired by Mr. Huynh Thanh Dien, Vice Chairman of the Provincial People's Committee, Chairman of the Provincial Construction Price List Compilation Council; Mr. Huynh Thanh Canh, Deputy Director of the Department of Construction, Vice Chairman of the Compilation Council. Attending the workshop were representatives of relevant departments and associations; People's Committees of urban districts and some construction enterprises in the province.

Currently, in Nghe An province, the unit prices of construction works have been announced in a number of decisions issued for a long time. Many contents of the above norms have been adjusted, supplemented, and replaced by the Ministry of Construction to suit the actual construction and increasingly developed construction technology. On the other hand, the labor costs of the previous construction works were calculated according to the old salary scale, which was abolished from May 14, 2013. On March 25, 2015, the Ministry of Construction issued a circular guiding the determination of labor costs in the management of construction investment costs. The current provincial construction works unit prices are no longer suitable when making estimates, and must be based on the instructions of the Department of Construction. At the same time, in reality, many new types of construction materials, machinery and construction equipment have appeared.

In that situation, on April 6, 2015, Nghe An province decided to establish a council to compile the Construction Price List. The workshop was held to collect broad opinions from businesses so that the consulting unit, ETA Informatics Joint Stock Company, and the council could complete the draft to submit to the Provincial People's Committee for approval.

At the workshop, delegates were introduced to circulars and decisions of the Ministry of Construction on guidelines for determining labor unit prices in construction investment cost management; and announced norms for loss of costs to determine prices of construction machinery and equipment.

Construction business representatives raised concerns about some contents in the Construction Price List.

The consulting unit also introduced some contents in the Construction Price List this time, including: Construction price list for construction, installation, survey, and repair works; Basic construction price list for construction of power transmission lines and transformer station installation; Price list of machinery and construction equipment. At the same time, it answered the concerns and questions of delegates about basic construction price list in the current practical process.

Mr. Tran Van Hoan, representative of the consulting unit, EAT Informatics Joint Stock Company, answered questions from delegates.

After listening to the delegates' comments on some contents of the Construction Price List, the Vice Chairman of the Provincial People's Committee requested the consulting unit and members of the Compilation Council to absorb and complete the contents of the Construction Price List, ensuring compliance with state regulations as well as ensuring the costs of construction contractors.
