The head of the Veterans Association of the village is the leader of the fake document ring.

On March 2, Do Luong District People's Court conducted a trial of the case "Forging documents of agencies and organizations"with the defendants including: Nguyen Sy An (born in 1966), residing in Van Vuong hamlet, Nhan Son commune (Do Luong); Nguyen Ba Duong (born in 1972), residing in Nghi Kieu commune (Nghi Loc); Le Xuan Thu (born in 1952), residing in Nghi Thinh commune (Nghi Loc); Ho Dinh Trong (born in 1980), residing in Trung Phuc Cuong commune (Nam Dan). This is a case that has received a lot of public attention, because the defendants have lured a series of victims to participate in the illegal buying and selling of "fake" decisions in order to benefit from the medical examination and treatment regime paid by social insurance.

According to the case, during the course of work, officials of Hien Son commune, Do Luong district discovered a number of decisions with signs of forgery to enjoy policies under Decision 62/2011-QD-TTg of the Prime Minister, to enjoy the regime of making health insurance cards for free medical examination and treatment.

Do Luong District Police got involved and gradually discovered a sophisticated ring of fake decisions, carried out by a group of people from Do Luong, Nam Dan, and Nghi Loc districts.

The person who initiated this fake Decision 62 trading ring was Mr. Le Xuan Thu. In 2017, Mr. Thu was the Chairman of the Village Veterans Association, so he knew that there was a regime under Decision 62. He came up with the idea of ​​making a fake Decision 62 by taking the red seal of his own Decision 142 to join, type and paste it into Decision 62 for someone else.

Mr. Thu went to Vinh City to find a photocopy shop owned by Ho Dinh Trong. After asking, Mr. Thu said that he only made this Decision to receive insurance benefits, thinking it was simple, Trong agreed to do it. For 1 copy, Trong charged from 50,000 VND to 100,000 VND. From 2017 to now, Trong has made 100 fake Decision 62 documents with a total amount of about 10 million VND.

Mr. Thu then asked Trong to print this fake decision in color in a more sophisticated way. In June 2019, Mr. Thu went to the house of a friend named Nguyen Ba Duong, who was also a friend who had returned from the army. Mr. Thu told Mr. Duong that if anyone needed Decision 62, he would ask him to make it for them. Each decision would cost 1.5 million VND from the person in need, while Mr. Duong would take from 2.5 million to 4.5 million VND.

Some people, after buying this fake decision, could not make the policy, so they asked for their money back. The total amount of money Mr. Duong illegally earned was about 50 - 60 million VND.

In 2020, upon hearing that Nguyen Ba Duong had made Decision 62, Nguyen Sy An immediately contacted Mr. Duong to find a source to make this fake decision. An asked Mr. Duong to make 35 fake decisions, illegally profiting 37.1 million VND.

Through examining these fake decision documents, they were forged in a sophisticated way, from the typed text, content to the seal, flashed signature, and signature of the leader, all were made by color inkjet printing. If with the naked eye, it is very difficult to distinguish between real and fake.

Authorities determined that there were 43 cases of using fake Decision 62 to successfully apply for benefits.

At the trial, the subjects confessed that because it was easy to make money from the above method, and with the support of Mr. Ho Dinh Trong in forging decisions in a simple and easy way, at a cheap price of only 50,000 to 100,000 VND, they colluded together to carry out "deals" for illegal profit.

At the end of the trial, the panel of judges announced the verdict:Le Xuan Thu: 42 months in prison; Nguyen Ba Duong: 36 months in prison; Ho Dinh Trong: 30 months in prison but suspended sentence; Nguyen Sy An: 24 months in prison but suspended sentence, total illegal profits from the subjects must be recovered, which is 140 million VND.
