Today (July 10), Nghe An Provincial People's Council questioned many "hot" issues, expected to pass 19 important resolutions.
On the morning of July 10, the 31st session (mid-year regular session 2025) of the 18th term Nghe An Provincial People's Council entered the question and answer session. This is one of the key contents of the session, attracting great attention from voters and people of the whole province.

At the question and answer session, delegates focused on two major groups of issues.
The first is the implementation of mechanisms and policies to improve the business investment environment, remove difficulties for enterprises; overcome limitations and improve the Provincial Competitiveness Index (PCI).
Second is the State management of the production and trading of counterfeit, fake, poor quality goods and dirty food in the province.
These are all "hot" issues, directly related to the province's sustainable development requirements as well as the people's quality of life, requiring authorities to respond clearly, responsibly, go straight to the point and propose specific, feasible solutions.
On the same afternoon, the Provincial People's Council is expected to pass 19 important resolutions. Among them, there are strategic contents for socio-economic development, financial management, budget and reorganization of the government apparatus in the coming time.
Notably, the Resolution on implementing tasks for the last 6 months of 2025 sets out specific goals and requirements and emphasizes the spirit of urgency, determination, clear people, clear work, clear responsibilities, to achieve the growth target of 10.5% this year.
In addition, the Resolution on assigning adjustments to the medium-term public investment plan for the 2021-2025 period and the public investment plan for 2025 (including the 2024 public investment plan with the competent authority extending the implementation and disbursement period to 2025) of the district-level budget to the provincial-level budget or commune-level budget.
Resolution on adjusting the State budget revenue estimates in the locality, local budget expenditures and local budget allocation plan for 2025 after rearranging and reorganizing administrative units at all levels and building a 2-level local government organization model.
In addition, the Provincial People's Council will also consider and approve a Resolution promulgating regulations on decentralization of State budget revenue sources, local budget expenditure tasks and the percentage (%) of revenue sharing between budgets of local authorities at all levels in Nghe An province in 2025.
These are all important contents, contributing to ensuring early resources, being proactive in disbursing public investment capital and managing the budget when the two-level government model officially comes into operation.
Early adjustment of investment plans, decentralization of revenue sources and budget allocation not only creates favorable conditions for localities to carry out their tasks, but also helps the process of transforming the government model to take place smoothly, without being interrupted by administrative procedures or problems with financial mechanisms.
At the same time, these resolutions also lay the foundation for stability and sustainability in budget management, helping localities to be more proactive in implementing target programs, investing in essential infrastructure, ensuring social security and promoting synchronous socio-economic development at all levels.
The meeting will close this afternoon (July 10) after completing the entire working program. The questions and resolutions passed will be an important basis for the Provincial People's Committee and relevant agencies to concretize into actions, striving to complete the targets and tasks of 2025.
