The 7th meeting of the 12th Party Central Committee is expected to close today (May 12) in Hanoi.
During the conference, many major projects were discussed by the Central Committee, including the Project "Focusing on building a team of cadres at all levels, especially at the strategic level, with sufficient capacity, qualities and prestige, equal to the task"; Project "Reforming salary policies for cadres, civil servants, public employees, armed forces and employees in enterprises"; Project "Reforming social insurance policies".
About personnel work,The conference frankly pointed out the shortcomings and weaknesses in this work. At the opening session of the conference, the General Secretary requested an answer to the question of why, over the past 20 years, especially in recent years, although our Party has had many policies and guidelines on personnel work that have been agreed and supported by cadres, party members and the people, there are still many shortcomings and low efficiency in implementation? What is the cause, at what stage, at what level?

Discussing at the conference hall, the Central Committee members all highly appreciated the Project "Focusing on building a team of cadres at all levels, especially at the strategic level, with sufficient qualities, capacity and prestige, equal to the task" presented at this Central Conference; believing that this is a large, important project, truly necessary and urgent in the current context of the country.
The opinions expressed focused on the evaluation of cadres, saying that this is an important step, the basis for implementing the next cadre work, cadre evaluation needs to be multi-dimensional, continuous, and evaluated according to product and order. Regarding the issue of fighting for positions and power, the delegates said that there needs to be a mechanism to monitor leaders.
Discussing the Project “Reforming salary policy for cadres, civil servants, public employees, armed forces and workers in enterprises”, delegates frankly discussed with a high sense of responsibility the tasks and solutions proposed by the Project to thoroughly and comprehensively implement salary policy, paying special attention to the issue of resources to implement the Project.
Delegates expressed their agreement with the viewpoints, goals and tasks stated in the Project, including determining wages as the main income to ensure the lives of workers and their families; paying the right wages is an investment in human resource development, creating motivation to improve labor productivity and work efficiency of workers, making an important contribution to social progress and equity, ensuring political and social stability; promoting and improving the quality of growth and sustainable socio-economic development.
At the same time, it is emphasized that salaries for cadres, civil servants, public employees and armed forces should be paid according to job positions, titles and leadership positions, in accordance with State resources, ensuring a reasonable correlation with salaries in the labor market...
Regarding the Project on reforming social insurance policies, delegates analyzed many solutions to achieve the goals and tasks set forth by the Project, especially attracting and expanding the number of social insurance participants, as well as ensuring sustainable revenue and expenditure balance of the insurance fund.
Delegates said that the social insurance policy reform project developed and submitted to this Central Conference aims to:To make social insurance truly a main pillar of the social security system, gradually expanding steadily towards the implementation of universal social insurance. To develop a flexible, diverse, multi-layered, modern and internationally integrated social insurance system based on the principles of contribution-benefit, fairness, equality, sharing and sustainability. To improve the effectiveness and efficiency of management and implementation of a streamlined, professional, modern, efficient, reliable and transparent social insurance policy.
Also at the 7th Central Conference, the Party Central Committee elected Mr. Tran Cam Tu - Member of the Party Central Committee, Permanent Deputy Head of the 12th Central Inspection Committee to hold the position of Head of the 12th Central Inspection Committee; elected Mr. Hoang Van Tra - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the 14th National Assembly Delegation of Phu Yen province to hold the position of Member of the 12th Central Inspection Committee.
The Party Central Committee elected additional members of the 12th Party Central Committee Secretariat, including: Mr. Tran Thanh Man - Member of the Party Central Committee, Secretary of the Party Delegation, Chairman of the Central Committee of the Vietnam Fatherland Front; Mr. Tran Cam Tu - Member of the Party Central Committee, Chairman of the 12th Party Central Committee Inspection Commission.
The Central Committee has reviewed and decided to discipline Mr. Dinh La Thang - Member of the Party Central Committee, Deputy Head of the Central Economic Commission by expelling him from the Party.
