Today (October 2), the opening of the 8th Central Conference (term XII)
The 8th Central Conference will discuss and approve a number of important contents, including those related to the 13th National Party Congress.
Today (October 2), the 8th Conference of the Party Central Committee (12th tenure) opened in Hanoi and will last until October 6. The conference was attended by 223 delegates, including 196 Central Committee members.
At this conference, the Central Committee will review the following contents: Summary of 10 years of implementing Resolution 4 of the Central Committee (10th tenure) on Vietnam's Marine Strategy to 2020; Socio-economic situation and state budget in 2018 and socio-economic development plan and budget estimate for 2019; Regulations on exemplary responsibility of cadres and party members, first of all Politburo members, Secretariat members, Central Executive Committee members; establishment of sub-committees to prepare for the 13th National Party Congress; review of personnel work and other important contents.
It is expected that the Central Committee will conclude on the socio-economic development situation in 2018, the socio-economic development plan and budget estimate for 2019; issue a Resolution on the Strategy for sustainable development of Vietnam's marine economy...

Previously, on the morning of September 28, at the press conference to inform about the 8th Central Conference, regarding the introduction of personnel for the position of President, Mr. Le Quang Vinh - Deputy Chief of the Party Central Committee Office said: President Tran Dai Quang has just passed away, the powers and responsibilities of the President are prescribed by the Constitution. The Politburo has assigned Ms. Dang Thi Ngoc Thinh to act as President. Therefore, whether the Central Committee considers and decides on the introduction of personnel to be elected as President at the 8th Central Conference depends on the preparation process of competent authorities. At the same time, he emphasized that the right to introduce personnel for the position of President for the National Assembly to elect is an important matter for the Nation and the Party, so it needs to be carefully and thoroughly prepared in accordance with regulations.
At this conference, the Central Executive Committee considered regulations on exemplary responsibility of cadres and party members, first of all, Politburo members, Secretariat members, and Central Executive Committee members.
Mr. Vu Thanh Son - Deputy Director in charge of the Department of Training and Development of Cadres (Central Organization Committee) said that the regulations on exemplary responsibility of cadres and party members were prepared from the beginning of the year and have now been basically completed after consulting and asking for opinions to revise the draft before submitting it to the Central Committee.
In accordance with the directive spirit, this regulation is designed to emphasize the comrades of the Politburo, Secretariat, and Central Executive Committee, including a general regulation for cadres and party members: The higher the position of a cadre, the more exemplary he must be.
The regulations on exemplary responsibility of each member are built on the principle: "there is construction and there is resistance, build first, resistance later". Accordingly, the members of the Committee must be exemplary in implementing 9 points related to the relationship with the Party, the Fatherland, the people, responsibilities, tasks, family...
The "anti" regulation to carry out the responsibility of setting an example is built on the principle that "each comrade Politburo member, Secretariat member, and Central Executive Committee member must be strict with himself (should not do, must not do) and resolutely oppose.
“In parallel with this new regulation, Regulation 101/QD-TW of the Central Secretariat (Regulations on exemplary responsibility of cadres and party members, especially key leaders at all levels) and Regulation 105/QD-TW in 2017 on decentralization of cadre management and appointment and introduction of candidates) are still effective and being implemented,” Mr. Vu Thanh Son emphasized./.
