Today, the National Assembly voted to establish the National Election Council.
In addition to electing the Chairman of the National Election Council, the National Assembly will also approve the list of Vice Chairmen and members.
According to the program, today (November 24), National Assembly deputies will vote to establish the National Election Council and elect the Chairman of the Council; at the same time, discuss the proposal for the National Assembly to approve the Vice Chairmen and members of the National Election Council. This is an independent institution stipulated in the 2013 Constitution to promote the people's right to mastery.
According to delegate Dinh Xuan Thao, Director of the National Assembly's Institute for Legislative Studies, to affirm the important and independent position and role of the National Election Council, the Constitution stipulates that the Election Council is established by the National Assembly, not by the National Assembly Standing Committee as before.
The main function of the National Election Council is to organize the election of National Assembly deputies and direct and guide the election of People's Council deputies at all levels, ensuring that elections are conducted in accordance with the principles of universal, equal, direct and secret suffrage.
The National Election Council will directly listen to voters' opinions and recommendations, as well as independently coordinate with relevant agencies to introduce candidates, ensuring standards according to law.

Mr. Dinh Xuan Thao said that according to the process, the National Assembly will elect the National Election Council. This Council will introduce the Vice Chairman and members to the National Assembly for approval. This Council will only exist during the time of the National Assembly and People's Council elections and will dissolve itself after the election ends. The National Election Council will have representatives from the National Assembly Standing Committee, the Government, the Fatherland Front and other organizations."
The National Election Council has specific tasks such as: organizing and conducting the election of National Assembly deputies and People's Council deputies at all levels; announcing election results, results of handling complaints and denunciations about voting rights; submitting to the National Assembly and People's Councils at all levels reports on the verification of qualifications of National Assembly deputies and People's Council deputies based on election results; on the dismissal of National Assembly deputies and People's Council deputies at all levels; reporting on the results of additional elections of National Assembly deputies and People's Council deputies at all levels....
Mr. Nguyen Van Minh, National Assembly delegate of Ho Chi Minh City, said that the National Election Council is a very independent Council. Through the National Election Council, we will select many delegates to run for the National Assembly as well as People's Councils at all levels in the next term.
“I believe that with the leadership of the National Assembly Standing Agencies, they will present to the National Assembly a list of intelligent and wise comrades participating in the Election Council when the election day is approaching. Currently, the standards for National Assembly deputies and People's Councils at all levels have been clearly stipulated in the laws. This is also a legal basis for the Election Council to decide to select candidates. I believe that with democracy and transparency as well as the current wisdom and level of the people, they will be able to elect worthy deputies,” said delegate Nguyen Van Minh.
The establishment of the National Election Council is in line with the general trend of the world, creating a premise to overcome the limitations of the current election management system in our country, strengthen the mechanisms to control state power and build a rule of law state of the people, by the people and for the people.
As an agency established by the National Assembly, the National Election Council is responsible to the National Assembly for the performance of its duties and powers as prescribed by law.
The Council's accountability mechanism is reflected in its regular and ad hoc reporting regime to the National Assembly. The National Election Council must be organized and operate on the principle of collective work and majority decision-making. Therefore, members of the National Election Council must be elected by the National Assembly.
Mr. Nguyen Hanh Phuc, Head of the National Assembly Office, emphasized that this is the first time the Council has been elected according to the Constitution, consisting of 15 to 21 members. The number of members is expected to be 21. The National Assembly will elect the Chairman of the National Election Council; at the same time, the National Assembly will approve the list of Vice Chairmen and members of the Council./.
