Over 10,000 prisoners were granted amnesty on National Day, September 2nd.

At the press conference, Mr. Giang Son, Deputy Head of the Office of the President, affirmed: "Amnesty is a regular practice of the Vietnamese Government, stemming from the humanitarian nature of the Party and State over many years. The prisoners granted amnesty are those who have shown good conduct in their studies, work, and rehabilitation, and have served their sentences for a period of time as prescribed."
The 2011 amnesty decision was signed by the President on August 25th. The Central Amnesty Advisory Council, comprising representatives from many ministries and agencies, had previously undertaken numerous activities to ensure that the amnesty review process was conducted in accordance with the law.
The process of granting pardons in prisons follows a strict, transparent, rigorous, democratic, fair, and targeted procedure. The pardon policy is not only reflected in early release but also in creating conditions for pardoned individuals to reintegrate into the community and rebuild their lives.
Similar to previous amnesties, this amnesty does not discriminate against or restrict any prisoner, whether they are Vietnamese or foreign nationals, provided they meet the eligibility requirements stipulated by law.
