Speaking with a reporter from the Government's online portal, Mr. Nguyen Van Ly, Deputy General Director of the Vietnam Social Policy Bank, said that despite facing many difficulties in terms of capital sources in 2012, the Social Policy Bank made efforts to ensure sufficient capital for people to borrow for production investment.
Outstanding loans as of November 30, 2012 reached VND 41,274 billion, an increase of VND 2,792 billion compared to 2011. In addition, debt collection in the first 11 months of 2012 amounted to VND 9,901 billion, representing a significant source of capital for revolving loans.
Provinces with large outstanding loans include: Hanoi (1,329 billion VND); Bac Giang (1,024 billion VND); Son La (1,014 billion VND); Quang Nam (1,028 billion VND)... This capital has empowered nearly 3.3 million poor households to invest in production development, escape poverty, and rise to legitimate wealth.
Ms. Ly Thi Kim, a poor household in Na Nin village, Ban Lau commune, Muong Khuong district, Lao Cai province, said: "In July this year, I applied for a 30 million VND loan from the Social Policy Bank to invest in livestock farming and crop cultivation. To date, that capital has not only provided employment for my family but also generated significant profits, ensuring our livelihood."
Meanwhile, Trieu Van Dong is the youth leader of La Bang commune, Dai Tu district, Thai Nguyen province - a mountainous commune with a sparse population. Entrusted with managing several savings and loan groups of the Social Policy Bank, Dong is deeply concerned about finding ways to help young people and the people use the capital effectively, rise out of poverty, and achieve legitimate wealth.
Leveraging the local tea-producing strengths, Dong, along with his colleagues in the Executive Committee, collaborated with organizations and associations to open training courses on science and technology for young people and the people in the commune, introducing new high-yield tea varieties and seedling nursery models into production...
At the same time, the Youth Union of the commune also mobilized, encouraged, and guided young people to apply science and technology in livestock and poultry farming, beekeeping for honey production, and forestry planting... in the direction of farm-scale operations. To date, the Youth Union of the commune has built 5 economic development models.
With the enthusiasm of youth and the support of preferential government funding, there are now no youth union members in the commune who belong to poor households; the average income of young people in the commune is 3-4 million VND/month.
The preferential government funds are not only managed safely but also used effectively. In particular, young people in the commune have taken on the responsibility of participating in the youth program for developing clean and safe tea, which has yielded high results.
Also this year, the family of Mr. Nguyen Thanh Hai in Bac Lieu has risen out of poverty thanks to preferential loans from the Social Policy Bank. In previous years, his family received loans under the poverty alleviation program to invest in aquaculture and fruit tree cultivation. Thanks to their hard work, his family has gradually repaid all their debts and escaped poverty.
