More than 13,000 adjacent residential plots in Nghe An were granted "red books"
(Baonghean.vn) - Nghe An currently has 107 apartment buildings granted certificates of land use rights and 81 housing projects that have been allocated land by the Provincial People's Committee; at the same time, 13,093 certificates of land use rights have been granted, with an area of 170.49 hectares to investors.
According to statistics from the Department of Natural Resources and Environment, as of March 26, in Nghe An, there were 74 investment projects to build residential areas, urban areas, and housing areas with planning for high-rise apartment buildings with 129 houses.
Up to now, the Provincial People's Committee has allocated land and issued certificates of land use rights to 107/129 apartment buildings. The remaining units have not been granted certificates due to some difficulties related to land allocation, financial obligations regarding land use fees, and compensation for site clearance.
Currently, 63 apartment buildings, with 6,587 apartments of 40 real estate business projects in the province have been completed and put into use.
Of which, 6,051/6,587 apartments have been transferred by the investor, reaching a rate of 91.68%, and 2,801 apartments have been granted certificates of land use rights by the People's Committee of Vinh City, the People's Committee of Cua Lo Town, and the People's Committee of Dien Chau District to the transferees, reaching a rate of 46.3%.

For projects with planned plots of land for building townhouses and villas, 81 projects have been allocated land by the Provincial People's Committee; at the same time, 13,093 land use right certificates (LURCs) have been granted to investors, with an area of 170.49 hectares.
Through inspection and synthesis of reports from investors, for projects that have been assigned land and granted land use right certificates by the Provincial People's Committee, investors have transferred 6,309 land lots to customers; of which 2,224 land lots have been built on, 2,342 land lots have been transferred by investors to customers and have been granted certificates to transferees; the rate of granting land use right certificates reached 37.1%.
Specifically: Vinh City People's Committee granted 1,155 certificates to 67 projects; District and town People's Committees granted 1,187 certificates to 14 projects), the rate of granting land use right certificates reached 37.1%.
Also in the past time, the direction and guidance on granting land use right certificates for apartments, townhouses and villas has been implemented resolutely by all levels and sectors. With the managing agency being the Department of Natural Resources and Environment, the unit has issued many documents urging investors to prepare land allocation dossiers and grant certificates; speed up project implementation progress; coordinate with departments and sectors to resolve difficulties for investors.
However, in reality, the rate of granting land use right certificates for townhouses and villas in the province is still low. The causes of this situation come from many sides. In particular, the subjective cause is due to difficulties in determining the financial obligations of investors and households.
The Department of Natural Resources and Environment recommends that the Ministry of Construction soon issue a Circular guiding the implementation of Article 41 of Decree No. 43/2014/ND-CP dated May 15, 2014 of the Government on conditions for transferring land use rights in investment projects to build and trade houses for sale or for sale combined with lease.
The Provincial People's Committee directs the District People's Committees to continue urging investors to submit procedures for assessing conditions for transferring land use rights, granting land use right certificates, and ownership of apartments and houses; Conduct inspections, checks, and strictly punish investors who do not comply, affecting the rights of people when buying apartments. In addition, continue to review existing problems and difficulties in the implementation process to report to competent authorities for consideration and handling.
