More than 2,000 billion VND to implement the 'School Milk' program for the period 2018 - 2020

From 2015 to 2016, Nghe An has piloted the School Milk Program in three districts and towns, namely Quynh Luu, Ky Son and Vinh city. By 2016 to 2017, the program continued to pilot and expand in 21/21 districts and towns with 311,733 students in kindergartens and primary schools participating (reaching a rate of 69%).
The total budget for implementing the pilot project in the 2016-2017 school year is nearly 318 billion VND. Of which, TH Group supports 138 billion VND, parents contribute 164 billion VND to buy milk and Nghe An province supports 15 billion VND.

From the results achieved, at the working session, comrade Le Minh Thong affirmed: The School Milk Program is a humane program, of important significance to the physical development of students in the province.
From this initial success, he believes that the implementation and expansion of the program in the period 2018 - 2020 is very necessary. However, in order for the project proposal to be approved at the upcoming People's Council meeting, he requested the Department of Health, the Department of Education and Training, and TH Group to discuss the contents carefully. In particular, focusing on balancing costs so that the program reaches many subjects.

In addition, during the implementation of the project, relevant units need to promptly grasp the actual needs from the grassroots to promptly overcome the existing problems, especially the difficulties surrounding the transportation, preservation of milk, payment and settlement work at the units. In the immediate future, the province's viewpoint on the project will be built in the period 2018 - 2020.
According to the draft project, the total budget for the School Milk Program implemented in the period 2018 - 2020 will be more than 2,110 billion VND and the goal is that by 2020, 100% of students in kindergartens and primary schools in the area will drink milk. Specifically, the annual budget will be about 703 billion VND, of which parents contribute 409 billion VND, the Provincial People's Committee will provide 10% of the remaining amount in addition to parents' contributions (not more than 15 billion VND), and the socialized source is about 279 billion VND. The province's budget will be used to support each homeroom teacher with 100,000 VND/month, support program management at schools with 300,000 VND/month, and support management at the Department of Education and Training with 2,000,000 VND/month/department. The program provides 100% free milk products for preschool and primary school students from poor households, children of war invalids, martyrs, disabled children, and orphans at Social Protection Centers. Near-poor people receive 50% support; the remaining people contribute 70% of the cost of using milk products. |
