Over 2,100 people received assistance in reintegrating into the community.
(Baonghean.vn) - From January 2012 to May 2016, various levels and sectors provided assistance and created employment opportunities for 2,117 people who had completed their prison sentences; and organized 6 rounds of amnesty reviews for 226 inmates serving sentences at the Provincial Police Detention Center and district-level police detention facilities.
On the afternoon of August 25th, the Provincial People's Committee held a conference to summarize 8 years of implementing the Amnesty Law, 5 years of implementing the Law on Execution of Criminal Sentences, and to review 5 years of implementing Government Decree 80/ND-CP on measures to ensure community reintegration for those who have completed their prison sentences.
Comrades Le Xuan Dai - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee; and Lieutenant Colonel Nguyen Duc Hai - Deputy Director of the Provincial Police, chaired the conference. Attending the conference were leaders of departments, agencies, and the People's Committees of districts, cities, and towns.

Over the past 8 years of implementing the Amnesty Law, the Provincial People's Committee has directed the Provincial Police Amnesty Subcommittee to organize 6 amnesty review sessions for 226 inmates serving sentences at the Provincial Police Detention Center and district-level police detention facilities. Simultaneously, in coordination with the Amnesty Subcommittees of Prison No. 3 and Prison No. 6 - Ministry of Public Security, they have reviewed and recommended amnesty for 1,956 inmates.
The amnesty programs were conducted in accordance with regulations, ensuring objectivity, accuracy, and reflecting the lenient and humane policies of the Party and the State towards offenders.
Regarding the implementation of the Law on Execution of Criminal Sentences, over the past five years, 7,751 decisions on the execution of prison sentences from people's courts at all levels have been received for those currently in temporary detention, and 1,508 files on the execution of prison sentences for those currently at large have been processed; files have been opened to manage and monitor 1,788 individuals with prison sentences who are currently outside of prison; and arrest warrants have been issued for 133 individuals who have evaded the execution of their sentences.

The death penalty execution council carried out the executions of 10 individuals by lethal injection, ensuring safety and adherence to proper procedures and regulations.
In implementing Government Decree 80, the Provincial People's Committee directed relevant departments, agencies, localities, mass organizations, and all sectors of the population to actively participate in the work of receiving, managing, educating, and assisting those who have completed their prison sentences or been granted amnesty and returned to their localities to reintegrate into the community. From January 2012 to May 2016, assistance and job opportunities were provided to 2,117 people who had completed their prison sentences.
With the help of agencies, organizations, and businesses, many exemplary individuals have successfully reintegrated into the community, and models have been developed to attract more individuals to participate in the reintegration process.

During the conference, participating units and localities highlighted difficulties and obstacles in the execution of criminal sentences, the management of detention, education, and rehabilitation of prisoners serving sentences in temporary detention centers, especially the reception and management of death row inmates. These included inadequacies in legal regulations and inadequate detention facilities.
In addition, some localities and units also shared experiences in guiding, inspecting, and supervising the preparation of applications for amnesty; and coordinating with Party committees and authorities at all levels in reintegrating former prisoners back into the community.
Speaking at the conference, Comrade Le Xuan Dai - Standing Vice Chairman of the Provincial People's Committee - highly appreciated the results of implementing the Law on Amnesty, the Law on Execution of Criminal Sentences, and the results of implementing Government Decree 80 in the past period.
The Vice Chairman of the Provincial People's Committee also requested that agencies and departments continue to thoroughly understand, disseminate, and effectively implement the aforementioned laws and decrees, properly and correctly implement the regulations and policies for prisoners who are about to complete their prison sentences, and ensure that the management, monitoring, and assistance of those who have completed their prison sentences and returned to their localities are carried out in a more systematic and orderly manner.

On this occasion, the Provincial People's Committee awarded Certificates of Commendation to 15 collectives and 18 individuals who have achieved outstanding results in implementing the Law on Amnesty, the Law on Execution of Criminal Sentences, and Decree 80.
