More than 300km of provincial roads are degraded, Director of Department of Transport 'complains' about difficulties
(Baonghean.vn) - At the question and answer session on the afternoon of December 8, Director of the Department of Transport Hoang Phu Hien said that according to the survey, there are over 300km of provincial roads that are deteriorating, but due to the province's very difficult financial resources, only a few urgent locations can be repaired each year.

In addition to questioning Vice Chairman of the Provincial People's Committee Nguyen Van De and Director of the Department of Finance Trinh Thanh Hai on two issues: Prevention and overcoming of consequences of natural disasters; management and operation of irrigation and hydroelectric reservoirs during the flood season; The arrangement of counterpart funds of the province to implement programs, projects, and investment policies in ethnic minority areas..., the delegates also questioned many issues that voters were interested in.
Delegate Vi Van Quy (Quy Hop unit) raised the issue that Provincial Road 532 from Chau Loc - Lien Hop - Chau Hong - Chau Thanh communes (Quy Hop) has seriously degraded. This issue has been reflected by voters and delegates at many forums and has also received attention from the Provincial People's Committee. However, the attention is still modest, if not to say trickle.

The total length of the route is 28.5km, but the Provincial People's Committee only allocates 1 to 2km from the maintenance budget each year. Based on the length of the route, it will take 14 years to reach the end of the route. According to State regulations, localities with mineral exploitation activities need to allocate resources to support infrastructure construction and social security. It is recommended that the Provincial People's Committee pay attention to allocating investment resources to build and upgrade this route.
Responding to the question of delegate Quy, Mr. Hoang Phu Hien - Director of the Department of Transport emphasized that this is a completely correct opinion. Provincial Road 532 was previously a district road, and in 2016 it was upgraded to a provincial road. Before being upgraded, the road was already degraded. Moreover, this is the road from Chau Loc commune to Chau Thanh commune, this is an area with many stone mines, the traffic volume of vehicles transporting minerals is very large, so the road is more and more affected and degraded.

Since taking over, the Transport sector has repaired more than 9km, repaired 1 bridge, 1 spillway with a total cost of over 9.4 billion VND. This is a periodic repair fund, allocated in the transport career capital. Therefore, ensuring the repair of the entire 28km is very difficult.
The Director of the Department of Transport added that the sector is currently managing over 40 provincial roads with a total length of over 932km. According to the sector’s calculations through surveys, over 300km of provincial roads are seriously degraded. Therefore, the province’s source of funds for periodic repairs is very difficult, so each year only a few urgent locations can be repaired.
According to Mr. Hoang Phu Hien, in 2021, the Transport sector proposed to the Provincial People's Council to support according to Resolution 28 to allocate an additional 60 billion VND, so in 2022, the sector has included in the plan to repair Provincial Road 532. It is expected that in 2023, some more sections, about 3km more, will be arranged. However, to ensure the repair of the routes will be very difficult. Therefore, the immediate solution is that the sector will strengthen maintenance, repair, and arrange signs to ensure convenient travel.

For long-term solutions, major damage locations will be reviewed, prioritizing funding for repairs, ensuring convenient travel for the people. At this meeting, the Department of Transport also proposed that the Provincial People's Council, Provincial People's Committee, and other departments pay attention to supporting the Department of Transport and localities to have funding to arrange for repairs and renovation of more than 28km of Provincial Road 532.
Regarding this issue, Director of the Department of Finance Trinh Thanh Hai said that after the Department of Transport finds it necessary to invest in the public investment plan, the Department of Finance will advise the Provincial People's Committee to balance the budget within its capacity to create favorable conditions to support upgrading and repairing the route.
Delegate Lu Thi Khuyen (Con Cuong unit) raised the question: In Resolution No. 33/2016 of the Provincial People's Council on the medium-term public investment plan for the period 2016-2020, the goal is to determine the counterpart support structure for ODA projects, projects using capital from national target programs and put into use effective projects. However, the arrangement of counterpart capital is not guaranteed, please request the Provincial People's Committee to clarify the reasons and solutions in the coming time?

Responding to the question of delegate Khuyen, Director of the Department of Planning and Investment Nguyen Xuan Duc said that the principle of allocating capital for ODA projects before the Law on Public Investment was prolonged. However, after the Law on Public Investment was issued, ODA projects have been fully guaranteed counterpart capital.
In the period of 2021-2025, Nghe An has 19 ODA projects, of which 9 projects have completed construction (6 projects have completed settlement procedures and 3 projects are in the process of settlement procedures). For the remaining projects, including 3 projects related to ethnic minority and mountainous areas (Nghe An Province Comprehensive Infrastructure Development Project, Land Management Project and LRAM Project), sufficient counterpart funds and related contents have been ensured according to regulations.
