More than 400,000 people participated in receiving Resolution of the 12th Central Committee, Session 7
(Baonghean.vn) - On the morning of June 29, there were more than 2,700 connecting points nationwide with 407,000 cadres and party members receiving and implementing Resolution 7 of the 12th Central Committee through the National Online Conference.

Continuing the afternoon working program, delegates from 63 provinces and cities across the country thoroughly grasped two resolutions: Resolution on reforming social insurance policies and Resolution on reforming salary policies for cadres, civil servants, public employees, armed forces and employees in enterprises.

Entering the afternoon working session, comrade Dao Ngoc Dung - Member of the Party Central Committee, Minister of Labor, Invalids and Social Affairs introduced and disseminated Resolution No. 28-NQ/TW on reforming social insurance policies.
Speaking about the importance of reforming social insurance policies, the Minister of Labor, Invalids and Social Affairs affirmed: Social insurance is one of the two most important pillars in social security policy. The goal is to move towards universal social insurance, ensuring that all people have access to the achievements of the country's socio-economic development.
Resolution No. 28-NQ/TW on reforming social insurance policies is an objective assessment of social security work in the insurance sector, clearly stating the shortcomings and limitations in long-standing insurance policies in our country, while aiming to reform social insurance policies from now until 2030, so that this is truly the main pillar of the social security system.

The Resolution also sets out 11 contents that need to be reformed, including regulations on building a multi-layered social insurance system; amending regulations on the minimum period of participation in social insurance to receive pension benefits in a flexible manner, while adjusting the pension calculation method according to the principles of contribution - benefit, fairness, equality, sharing and sustainability. The Resolution also sets out reform contents in policy development and implementation to strengthen trust and increase the level of satisfaction of people participating in the social insurance system; adjusting the retirement age according to a roadmap; amending regulations on contribution levels and bases for social insurance contributions to achieve the goal of expanding social insurance coverage...

Next, the delegates listened to Comrade Le Vinh Tan - Member of the Party Central Committee, Minister of Home Affairs introduce and disseminate Resolution No. 27-NQ/TW on reforming salary policy for cadres, civil servants, public employees, armed forces and employees in enterprises.
Accordingly, with the guiding viewpoint of the Party and the State, wage policy is a particularly important policy of the socio-economic policy system. Wages must truly be the main source of income to ensure the lives of workers and their families, creating motivation to improve labor productivity and work efficiency of workers, contributing to the implementation of social progress and equity... Resolution No. 27-NQ/TW on reforming wage policy is implemented in two areas: the public sector (cadres, civil servants, public employees, armed forces) and the enterprise sector (non-state enterprises and state-owned enterprises).

For the public sector, implement the design of a new salary structure including: Basic salary (accounting for about 70% of the total salary fund) and allowances (accounting for about 30% of the total salary fund). Supplement bonuses (bonus fund is about 10% of the total salary fund of the year, excluding allowances). Develop and promulgate a new salary table system according to job position, title and leadership position to replace the current salary table system; convert old salary to new salary, ensuring that it is not lower than the current salary; Specific regulations on rearranging current allowance regimes, ensuring that the total allowance fund accounts for a maximum of 30% of the total salary fund...

For the business sector: Continue to improve the policy on monthly regional minimum wages; supplement regulations on hourly regional minimum wages to increase the coverage of minimum wages and meet the flexibility of the labor market.
Enterprises are free to decide on their own wage policies and pay wages not lower than the minimum wage announced by the State and implemented on the basis of collective labor agreements suitable to production organization, labor organization, enterprise capacity and publicly at the workplace.
The salary policy reform roadmap will be implemented from 2018 to 2030.

Also participating in directing the Conference, in his concluding remarks, Comrade Vo Van Thuong - Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda Department once again affirmed the importance of the Resolutions passed at the 7th Conference of the Party Central Committee, 12th tenure.

To urgently put the Resolution into practice, Comrade Vo Van Thuong requested that Provincial Party Committees, Municipal Party Committees, Party Committees directly under the Central Committee and grassroots Party organizations across the country promptly organize the dissemination of Resolution 7 of the 12th Central Committee to cadres and Party members to ensure the right time and quality. The Head of the Central Propaganda Department also noted: The implementation of Resolution 7 of the 12th Central Committee must be closely linked with the implementation of Resolutions 4, 5 and 6 of the 12th Central Committee, especially the Resolution on a number of issues to continue innovating the organization and arrangement of the apparatus, the streamlined political system, and the Resolution on continuing to innovate the organization and management system, improving the quality and efficiency of the operations of public service units.
