More than 50 opinions of provincial People's Council delegates reflect issues of concern to voters
(Baonghean.vn) - On the morning of December 19, the 16th Provincial People's Council continued to discuss issues of interest to voters within the framework of the 15th session.
On the Central guest side, there was comrade Phan Trung Ly - Member of the National Assembly Standing Committee, Chairman of the National Assembly's Law Committee.

According to the summary report of the Secretariat, the discussion session on the afternoon of December 18 received 56 opinions from 46 delegates, from 8 discussion groups. The majority of delegates basically agreed with the report of the Provincial People's Committee on the implementation of tasks in 2015, the orientation of tasks and solutions in 2016, the Provincial People's Court, the Provincial People's Procuracy and the draft Resolutions submitted to the 15th session of the 16th Provincial People's Council.

The People's Council delegates also contributed many enthusiastic and constructive opinions, proposed to supplement and consider adjusting some contents in the reports and documents of the session. The areas of interest to the delegates include: adjusting and clarifying the estimated budget revenue and expenditure figures; adjusting policies to support agricultural and rural development and strengthening state management of agricultural materials; adjusting the mechanism to support roads for communes to build new rural areas, proposing to adjust the criteria for new rural areas; resolving outstanding debts in basic construction and prioritizing urgent projects such as bridges, dams, rural traffic infrastructure, electricity systems; effective use of agricultural and forestry land; environmental pollution and waste treatment technology; adjusting solutions and criteria for building national standard schools; adjusting policies for selecting officials in mountainous districts; solutions for sustainable poverty reduction in difficult mountainous areas; adjusting criteria and sanctions in the social sector, etc.
At the working session on the morning of December 19, 18 more comments were received from delegates from the following localities: Tan Ky, Ky Son, Que Phong, Thanh Chuong, Anh Son, Con Cuong, Nghi Loc.

Under the direction of the Presidium, leaders of the Departments in charge of the issues and fields that the People's Council delegates had opinions and recommendations discussed, clarified, and provided information so that the discussion session could reach a consensus.

Mr. Hoang Viet Duong - Vice Chairman of the Provincial People's Committee explained the handover of personnel when merging the Youth Volunteer Force 2, currently there are 8 positions still under the Youth Volunteer Force 2, and directed the Provincial Youth Union and the Rubber Company to quickly complete the handover. Mr. Bui Dinh Long - Director of the Department of Health answered 4 groups of issues that delegates reflected. In particular, to resolve the shortcomings in the referral procedures for patients with health insurance and comply with the regulations on decentralization, from January 1, 2016, district and commune routes will be opened. The issue of organizing the grassroots network is under the authority of the Government, and a number of medical focal points will be merged according to Circular 51 from January 2016. |

Mr. Vo Duy Viet - Director of the Department of Natural Resources and Environment said that in the period of 2011 - 2015, more than 12,000 hectares of ineffectively used agricultural and forestry land were recovered and handed over to the locality. Regarding the issue of mining management, in 2015, the Department conducted inspections and imposed fines of over 300 million VND on violating enterprises. |

Mr. Nguyen Manh Cuong - Deputy Director of the Department of Culture, Sports and Tourism explained that some construction and renovation projects under the management of the sector are currently behind schedule due to limited funding from the province. In addition, the Council also received 15 comments from voters via the hotline opened from the morning of December 18 to the morning of December 19. The Standing Committee of the Provincial People's Council forwarded them to competent authorities and requested specific responses from the Standing Committee of the People's Council and voters.
On behalf of the Presidium, Ms. Cao Thi Hien - Vice Chairwoman of the Provincial People's Council concluded that the discussion session was lively with frank opinions, reflecting the thoughts and aspirations of the people, and demanding accountability from state agencies.

The People's Council highly agreed with the meeting documents and requested the Provincial People's Committee to fully absorb the delegates' opinions and direct 6 more issues:domestic water for Tam Hop and Tan Ky communes; resettlement areas in Con Cuong in particular and the whole province in general; strategy for tourism development and building cultural families; plan for rearranging farms and forestry farms; sanctions for violations of population and family planning policies; resolving backlog of policies for people with meritorious services and construction projects.
In this afternoon's meeting, there will be a question-and-answer session with the relevant sectors on three issues related to sanitation.food safety and hygiene; environmental pollution in industrial parks, industrial clusters, factories, hospitals; implementation of unfinished landslide prevention resettlement projects, affecting people's lives.
