The Student Affairs Department of the University of Social Sciences and Humanities, Ho Chi Minh City, said that as of March 8, about 6,100 students of the school had not yet paid for health insurance.

If they cannot prove that they have paid for health insurance elsewhere, or are exempt from health insurance fees, after March 14, all of these students will be subject to disciplinary action. The form of disciplinary action will be discussed and decided by the school, which can be a reprimand, a reduction in competition score, or other forms.

This is the first year the school has taken disciplinary action against students who do not pay health insurance. This is based on the Law on Health Insurance.

Ho Chi Minh City University of Social Sciences and Humanities currently has more than 11,000 students, the health insurance fee for each student is 398,475 VND/11 months.

Regarding this issue, lawyer Nguyen Van Hau - Vice President of the Ho Chi Minh City Bar Association said, "According to Article 12 of the 2008 Law on Health Insurance, amended in 2014, students are also required to participate in health insurance and are supported by the State budget for the payment level. Therefore, if students do not participate in health insurance, according to Article 49 of this Law, depending on the nature and severity of the violation, they will be disciplined or punished."

According to research, after 4 rounds of implementing health insurance collection, the Student Affairs Department of the school has announced the expected list of students to be disciplined from the second semester. On November 23, 2015, on the website: http://ctsv.hcmussh.edu.vn/, the Student Affairs Department of the school has announced the requirement for students to participate in Health Insurance for the 2015-2016 school year.
