More than 978,500 delegates attended the conference on breakthroughs in science, technology, innovation and national digital transformation.

On the morning of January 13, at Dien Hong Hall - National Assembly House, the Party Central Committee Secretariat held a national conference on breakthroughs in science and technology development, innovation and national digital transformation.

General Secretary To Lam attended and directed the Conference at the Central bridge point.

Also attending at the Central bridge were: Former General Secretary Nong Duc Manh; Politburo member, President Luong Cuong; Politburo member, Prime Minister Pham Minh Chinh; Politburo member, National Assembly Chairman Tran Thanh Man; former Politburo member, former National Assembly Chairman Nguyen Sinh Hung; Politburo member, Standing member of the Secretariat, Head of the Central Inspection Commission Tran Cam Tu and other Politburo members and Secretariat members.

At the Nghe An province bridge, the conference was attended by comrades: Nguyen Duc Trung - Secretary of the Provincial Party Committee; Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades of the Provincial Party Standing Committee, members of the Provincial Party Executive Committee, members of the Provincial Party Inspection Committee, leaders of departments, branches, the Fatherland Front and socio-political organizations at the provincial level, and central agencies located in the province.

The conference was connected from the central bridge to 15,345 bridges at provincial, municipal, and central party committees; central departments, ministries, branches, and public service units; provincial, district, and commune-level bridges with a total of 978,532 delegates attending.

A profound and comprehensive revolution in all fields

On December 22, 2024, on behalf of the Politburo, General Secretary To Lam signed and issued Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.

The Politburo's Resolution clearly states the establishment of the Central Steering Committee on science, technology development, innovation and digital transformation, headed by General Secretary To Lam.

Implementing Resolution No. 57, Thai Thanh Quy, Deputy Standing Member of the Central Economic Commission, stated that the Politburo affirmed that the development of science, technology, innovation and digital transformation is a decisive factor in the development of countries; it is a prerequisite and the best opportunity for our country to develop richly and powerfully in the new era - the era of national development.

Resolution No. 57 identifies strengthening the Party's comprehensive leadership, promoting the combined strength of the entire political system, and the active participation of entrepreneurs, businesses and people in the development of science, technology, innovation and national digital transformation.

Identify this as a profound and comprehensive revolution in all fields; implemented resolutely, persistently, synchronously, consistently, and long-term with breakthrough and revolutionary solutions.

People and businesses are the center, the main subject, resource and driving force; scientists are the key factor; the State plays the role of leading, promoting and creating the most favorable conditions for the development of science, technology, innovation and national digital transformation.

The Resolution identifies seven main groups of tasks and solutions and sets a target that by 2030, Vietnam's potential, level of science, technology and innovation will reach advanced levels in many important fields, and be among the leading countries with upper-middle income.

The level, technological capacity and innovation of enterprises are above the world average. Some fields of science and technology have reached international standards. Vietnam is among the top 3 countries in Southeast Asia and the top 50 countries in the world in terms of digital competitiveness and e-Government development index.

Belonging to the top 3 countries in Southeast Asia in research and development of artificial intelligence, the center for developing a number of digital technology industries and fields in which Vietnam has advantages. Having at least 5 digital technology enterprises on par with advanced countries.

The contribution of total factor productivity (TFP) to economic growth is over 55%; the proportion of high-tech product exports to the total value of exported goods reaches at least 50%. The scale of the digital economy reaches at least 30% of GDP.

According to the resolution, by 2045, science, technology, innovation and digital transformation will develop steadily, contributing to making Vietnam a developed, high-income country. Vietnam has a digital economy scale reaching at least 50% of GDP; is one of the digital technology industry centers of the region and the world; and is among the top 30 countries in the world in innovation and digital transformation.

The rate of digital technology enterprises is equivalent to that of developed countries; there are at least 10 digital technology enterprises on par with advanced countries. Attract at least 5 more leading technology organizations and enterprises in the world to set up headquarters, invest in research and production in Vietnam.

Implementing Resolution No. 57, the Politburo decided to establish a National Advisory Council on science, technology development, innovation and digital transformation with the participation of domestic and foreign experts.

The Politburo assigned the National Assembly Party Delegation to lead and direct the review and completion of laws on science and technology development, innovation and digital transformation.

The Government Party Committee leads and directs the development of an action program to implement the resolution; coordinates with the National Assembly Party Delegation to fully institutionalize the policies and guidelines stated in this resolution and allocates sufficient resources for implementation, basically completing it in 2025.

High determination, great effort, drastic action to implement the resolution

Thoroughly grasping and deploying the Action Program to implement Resolution No. 57 of the Politburo, Prime Minister Pham Minh Chinh emphasized that the viewpoint to implement the Resolution is to have a clear mindset, high determination, great efforts, drastic actions, work with focus, finish each job, and clearly assign 5 tasks: "clear people, clear work, clear progress, clear results, clear responsibilities".

The Prime Minister emphasized the key tasks, which are to raise awareness, make breakthroughs in innovative thinking, determine strong political determination, resolutely lead and direct, create new impulses and new momentum in the whole society in developing science, technology, innovation and national digital transformation.

Urgently and resolutely perfect institutions; eliminate all ideas, concepts, and barriers that are hindering development; turn institutions into a competitive advantage in science and technology development, innovation, and digital transformation.

Increase investment and improve infrastructure for science, technology, innovation and national digital transformation. Develop and utilize high-quality human resources and talents to meet the requirements of science, technology, innovation and national digital transformation development.

Promote digital transformation, application of science, technology, and innovation in the operations of agencies in the political system; improve the effectiveness of national governance and state management in all fields, and ensure national defense and security.

Strongly promote science, technology, innovation and digital transformation activities in enterprises. Strengthen international cooperation in science, technology, innovation and digital transformation development.

The Government also set 41 specific targets by 2045; at the same time, it built a list of 140 tasks to implement the Government's action program to implement Resolution No. 57 of the Politburo.
