The Fishing Prayer Ceremony in the Con Temple Festival takes place on Quynh Phuong beach, attracting a large number of locals and tourists from all over the country. The entire 500m beach from the ceremony site to the foot of the mountain where Con Ngoai Temple is located is packed with people.

During the fish praying ceremony, votive papers were thrown high into the air, flying everywhere. Many visitors to the fish praying ceremony said they were "horrified" when the "fortune stealing" happened.
Some people tried to pick up the damaged things from trampling on the offering table. Mr. Phan Hong Vinh - Vice Chairman of Quynh Phuong Ward, Hoang Mai Town shared: "The custom of "stealing fortune" in the Fishing Ceremony - Con Temple Festival has existed for a long time. Realizing its offensiveness, this year the organizing committee erected about 100 meters of steel fence surrounding the fishing area, planning to distribute fortune to people in a civilized manner after the ceremony, but before they could react, the "stealing fortune" scene took place as usual."
