Deputy Prime Minister Nguyen Thien Nhan has just requested the Ministry of Education and Training to widely publicize the information regarding educational institutions creating conditions for disadvantaged students to waive tuition fees upon enrollment.

At the same time, the Ministry of Education and Training is urgently tasked with publicly disseminating information by August 30, 2012, regarding the procedures for confirming tuition fee exemptions and subsidies for students from disadvantaged backgrounds.

The Deputy Prime Minister also requested the Ministry of Finance to take the lead and coordinate with relevant ministries and agencies to research and propose policies to extend loan repayment periods for students who have not yet found employment after graduation and whose families are still in genuinely difficult circumstances and unable to repay their loans; and to provide additional loans for families with two or more children studying at universities, colleges, or vocational schools.
Specifically, the Ministry of Finance will take the lead and coordinate with relevant ministries and agencies to research and propose adjustments to loan amounts based on different levels of hardship, in order to suit borrowing needs and available funding.

Speaking with a reporter from the Government's online portal, Mr. Nguyen Van Ly, Deputy General Director of the Social Policy Bank, said that in the context of the general difficulties of the economy, many young people have not yet found jobs after graduation, and therefore do not have the means to repay loans from the Social Policy Bank to cover their educational expenses.

The bank will consider extending loan repayment periods for graduates who have not yet found employment. Generally, depending on the loan, the maximum extension period is approximately two years. For cases where the extension period has expired but the young people still haven't found work, the bank will investigate to find a suitable solution.

It can be said that the student loan program has demonstrated profound social significance, helping poor and disadvantaged families significantly reduce their financial burden, ensuring the government's policy of ensuring that no student who passes the university or college entrance exam has to drop out due to financial difficulties.

The student loan program has currently helped more than 2.8 million students access loans. Currently, there are over 1.9 million households with nearly 2.4 million students who still have outstanding debt.

As of June 30, 2012, the Social Policy Bank had disbursed nearly 40,000 billion VND, and debt collection reached nearly 5,000 billion VND. It is projected that debt collection in 2012 alone will reach approximately 3,000 billion VND.

According to information from the Government Office, the Government is expected to hold a conference in November to summarize the five-year implementation of the student loan program nationwide. This conference will be held online via video conferencing at the People's Committees of provinces and centrally-administered cities.
