According to Le Chan District Police, Nguyen Hoai Thuong was persuaded to surrender in Quang Ninh. On the evening of March 7, the perpetrator was transferred to Hai Phong by Le Chan District Police.
The initial cause of the incident was determined to be that Nguyen Hoai Thuong and Ms. H. had a conflict over a land dispute.
The case is being further investigated and clarified by Hai Phong city authorities./.
