Guidelines for preparing and organizing the opening ceremony of the new school year.

In preparation for the start of the new school year, the Ministry of Education and Training has requested provincial Departments of Education and Training to implement several key tasks.

Accordingly, regarding preparations for the new school year, the Ministry of Education and Training requests that relevant departments proactively advise provincial/city Party committees, People's Councils, and People's Committees to direct all sectors, levels, and the entire population to actively participate in developing the local education system; issue a plan for the 2013-2014 school year and a directive on key tasks for education and training in the 2013-2014 school year that are appropriate to the local context; and direct the cessation of illegal tutoring and fee collection in all forms.

In addition, it is necessary to accelerate the construction and repair of school facilities, purchase and supplement teaching equipment to ensure the requirements of teaching and learning activities; allocate sufficient management staff, teachers, and employees for schools; provide sufficient textbooks, paper, and notebooks for students; mobilize students to attend school according to the plan; pay attention to identifying and assisting students with difficult circumstances, students who are children of policy beneficiaries, and students with disabilities, ensuring that they receive the full benefits of the preferential policies of the Party and the State;

Develop and organize the study of school regulations and collective activities during the first week of the new school year, especially in the first grades of each level; develop plans and organize practical activities to commemorate the 45th anniversary of President Ho Chi Minh's last letter to the education sector (October 15, 1968 – October 15, 2013); and incorporate the content of the campaigns and emulation movements of the sector into regular and effective activities in educational institutions.

The Ministry of Education and Training also requested provincial Departments of Education and Training to develop plans for organizing the opening ceremony, report on the plan, and invite provincial leaders to attend to encourage teachers and students, especially in schools facing many difficulties; to coordinate with local agencies and organizations in all preparations for the new school year to create social consensus on the development of education in the locality. It also directed educational institutions to report and advise local Party committees and authorities on the plan for organizing the opening ceremony to ensure timely guidance, leadership, and support.

It should be noted that organizing the opening ceremony of the school year, including the solemn "ceremonial" part and the joyful "celebration" part, aims to create a sense of excitement and readiness for the new school year among teachers and students, while also attracting the attention and support of the entire society.

The activities of the ceremony were organized in a flexible, creative, and engaging manner, with practical effects, creating a positive impression and truly making it a celebration for teachers and students, avoiding ostentation and formality.
