Nghe An Provincial People's Committee has just issued Plan No. 03/KH-UBND, on implementing Resolution No. 831/NQ-UB TVQH14 dated December 17, 2019 of the National Assembly Standing Committee on the arrangement of commune-level administrative units in Nghe An province.
Accordingly, regarding the preparation of key personnel of the People's Council and People's Committee, the Party Committee and the district-level government shall, based on Plan No. 216-KH/TU dated October 30, 2019 of the Provincial Party Committee and the Guidance of the Provincial Party Committee's Organization Board, prepare personnel to introduce and elect key positions of the People's Council and People's Committee, ensuring quantity and quality according to regulations, with completion time before January 10, 2020.
On organizing the first session of the People's Council of the new administrative unit:The Standing Committee of the District People's Council shall appoint a convener from among the People's Council delegates of the new administrative unit to convene and preside over the meeting until the People's Council elects the Chairman of the People's Council of the new administrative unit. The newly elected Chairman of the People's Council of the new administrative unit shall then continue to preside over the meeting to elect the positions of the People's Council and the People's Committee as prescribed in Articles 134 and 137 of the Law on Organization of Local Government. The number, conditions, criteria, and procedures for electing the positions of the People's Council and the People's Committee of the new commune-level administrative unit shall comply with the provisions of law and instructions of competent authorities. The completion date shall be before January 20, 2020.

Develop a plan to arrange and organize staff, civil servants and non-professional workers in the new administrative unit:Districts and towns develop plans to arrange and deploy cadres, civil servants and non-professional workers at the commune level according to Plan No. 216-KH/TU dated October 30, 2019 of the Provincial Party Committee. Implementation time is to be completed before January 30, 2020.
Carry out statistics, inventory, prepare records and documents for handover and reception before January 15, 2020.

Revoke old seals; complete engraving and registration of new seals before January 20, 2020. After revoking old seals, issue new seals to agencies and units in the new administrative units for use from January 20, 2020.
Regarding document conversion for agencies, organizations and citizens:The People's Committee of the new commune-level administrative unit directs and coordinates with the police, judicial agencies and related units to develop a plan and organize the implementation of document conversion for people and organizations right in the locality and does not collect fees when issuing new documents and household registration (the provincial budget supports the fee for changing the book).
Regarding the upcoming implementation of the arrangement of public service units:The District People's Committee coordinates with relevant departments and branches to develop a Project to arrange schools of the same level and medical stations to submit to competent authorities for approval, with implementation time in February 2020.
The Steering Committee for the arrangement of commune-level administrative units of the province is responsible for advising and directing the implementation of the Resolution of the National Assembly Standing Committee; directing the People's Committees at the district level in perfecting and arranging the apparatus in the political system, arranging the staff of civil servants; handing over, receiving, converting documents...; organizing the announcement ceremony.
